Description
U.S. Army Robert Morris Acquisition Center, Natick Contracting Division intends to competitively acquire a 8 foot by 8 foot by 20 foot insulated International Organization for Standardization (ISO) Multi-Temperature Refrigerated Container System (MTRCS). The MTRCS will provide the capability for distribution and storage of both perishable and semi-perishable subsistence on a single platform across the battlefield. It will be capable of storing and transporting, via an integral load handling system, temperature sensitive products in the container while simultaneously maintaining proper freezer/refrigerated temperature ranges in dual zones. The MTRCS will utilize a combination engine driven/electric driven refrigeration unit to properly condition the container and an internal moveable partition to separate refrigerated and frozen product zones. There will be no Government Furnished Equipment. The estimated total quantity of systems to be produced over the life of the five-year contract is 354 units. The intent of this contract is to conduct a multiple phase effort to design, build, test, and manufacture an 8'x8'x20' MTRCS which will be incrementally funded based on the completion and Government approval/acceptance of each phase. Phase I shall consist of a complete 8'x8'x20' MTRCS design to include, but not limited to, layout drawings, integration drawings, insulated container, component integration, structural, thermal and cargo load calculations, and component selection (insulated container, blackout lighting, temperature recorder etc.). Phase I shall also include design and integration of Human Factors Engineering (HFE) considerations, design safety, draft safety assessment report, analysis of environmental impacts, sanitization issues, and transportability criteria. Phase II shall consist of development, manufacture, and contractor testing of one complete MTRCS Prototype, and an additional refrigeration unit (RU) that will be utilized for testing. This RU is to be the same as that provided for the complete MTRCS Prototype. Phase III shall consist of safe delivery of the prototypes to the test site for Government Production Verification Testing (GPT) and contractor test support. Phase IV shall consist of several single year production options. The contractor will also be required to develop a technical manual, training package, and spare parts to support the system during testing and full rate production. The Government anticipates that this acquisition will result in the award of a five-year Firm-Fixed-Price Requirements contract. This is to consist of a two-year base research and development period followed by three one-year optional ordering periods for full rate production. This acquisition will be conducted on a full and open competitive basis as a best value procurement based on the offeror's technical approach, experience and management, proposed price, past performance and, small and small disadvantaged business utilization in that respective order of importance.
