Description

The Nebraska National Guard, Lincoln, Nebraska is soliciting proposals for a multiple discipline, multiple-year maintenance, repair and construction Task Order Contract(s) (TOC) as stated in NGFARs 16.500 (S-100) per FAR 16.504. Multiple awards shall be made. General Contractors are being solicited under this procurement. Task orders shall be awarded to TOC contractors based on the low competitive price, and/or a combination of price and other factors (best value judgments) in accordance with FAR 16.505. Each Task Order may be issued for a period of one (1) calendar year from the date of the basic contract award, with the Government's option to extend the basic contract annually for four (4) additional periods. Each additional year is considered for evaluation purposes of the proposals as per FAR 5.202 and 17.207. Awards shall not exceed a cumulative amount of $2.5 million to any one contractor over the entire 5 year period; and an individual task order shall not exceed $500,000 (Five Hundred Thousand Dollars). Source selection procedures in accordance with FAR Part 15.101 shall be utilized to award the basic TOC for all contractors. Significant evaluation criteria for the basic contract in descending order of importance are: (1) Past Performance/Company Experience; (2) Capability of Company; (3) Technical Management. Contractors shall be required to submit a technical proposal and a price proposal. Any proposal received without both submittals shall be considered non-responsive and rejected. The price proposal shall be used for evaluation purposes to determine the contractor's ability to provide a fair and reasonable price for work to be completed. The project proposed shall be awarded to the contractor who is awarded a Task Order Contract and considered per the evaluation factors included in the package. Solicitation packages will be available on/or about 9 July 2001. This procurement is considered "UNRESTRICTED". The NAISC Code standard is 233310 and 233320, Size standard is $27.5 Million. All contractors are put on notice that FAR 19.702 will apply to this procurement. Contractors that fall within the requirements of FAR19.702 shall be required to submit a subcontracting plan as directed per FAR 19.705, DFARs 19.704 and AFARs 19.704. The subcontracting plan is required to meet the goals as established by the DoD Agency. All proposals are required to be submitted no later than 1500 Hours CDT on 9 August 2001. Contractors are reminded that the Past Performance Questionaires are required to be submitted directly to the Contracting Office, ATTN; CW2 Carrie L. The questionaires must be received NO LATER THAN the required submission date and time of the proposal package, 1500 hrs CDT, 9 August 2001. HUBZONE evaluation factors, FAR 19.1307 shall apply to each Task Order Proposal where a HUBZONE Certfied TOC contractor is included in the proposal process. NOTE: The price proposal submitted for the project included in this solicitation package shall be awarded as the first Task Order to the lowest priced offer received from amongst the contractors whom are chosen to be awarded a Basic Task Order Contract from the original Solicitation, DAHA25-01-R-0001.*****
