NASA/GRC plans to issue a Request for Proposal (RFQ)] for: Qty. 1 each 1. Nastran Standard Module Software 2. Nastran Superelement Module Software Qty. 2 each 1. Nastran Standard Maintenance Support 2. Nastran Superelement Maintenance Support NASA/GRC intends to purchase the items from MSC Software Corporation Central Region, 8120 Washington Village Drive, Dayton, Ohio 45458. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION is 10 U.S.C 2.304(c)(2). MSC Software Corporation has provided the Nastran Software modules for the last ten years to NASA Glenn Research Center under a lease agreement. Purchasing these software modules from MSC Software Corp. will result in tremendous savings to the government. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Wednesday, June 27, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
