Description
Standard Forms (SF) 254, Architect Engineer and Related Services Questionnaires are hereby requested to update qualifications on file for the Pacific Northwest Region 6 of the U.S. Forest Service and those locations listed herein. NO SPECIFIC PROJECTS ARE BEING SOLICITED AT THIS TIME. As projects arise, those SF 254's on file will be used on projects estimated at less than $100,000. Completed SF 254's are to be sent to U.S. Army Corps of Engineers, Contractor Appraisal Information Center, 333 S.W. First Avenue, Portland, Oregon 97204-3495. This information will be entered into the Corps of Engineers Architect-Engineer Contractors Appraisal Support System and will be made available to all units within Region 6. The SF 254's and further clarification of the Experience Codes and Personnel by Discipline are available electronically at http://www.fs.fed.us/r6/ppm/index.htm. If your capabilities include the experience required for remote projects, often found on National Forests, for Road Construction and Associated Structures, e.g. survey, design, Non-geometric design, construction inspection, slope remediation, etc., it is suggested that you include Experience Code #38 -- Forestry and Forest Products as an additional designator. If your capabilities include Facilities, common to these circumstances, e.g. underground utility, wells, waste water, treatment facilities, toilets, etc., it is suggested that you include #88 -- Recreation Facilities as an additional Experience Code. The most frequently used Standard Industrial Classification's are 8711 (NAICS 541330) Engineering Services, 8712 (NAICS 541310) Architectural Services, 8713 (NAICS 541370) Surveying Services and the current size for a Small Business is earnings less than $4.0 million average over the last three years (Block 4). Emerging Small Business is defined as half the size of a Small Business. Projects less than $50,000 are normally set-aside for an Emerging Small Business. Areas in the Pacific Northwest Region 6 are the Regional Office, Ochoco/Deschutes National Forests, Mt. Hood National Forest/Columbia River Gorge National Scenic Area, Winema/Fremont National Forests, Wallowa-Whitman/Umatilla/Malheur National Forests, Willamette/Siuslaw National Forests, Rogue River/Siskiyou/Umpqua National Forests, Gifford Pinchot/Olympic/Mt. Baker-Snoqualmie National Forests, and Colville/Wenatchee/Okanogan National Forests. There is no due date for these submittals. Contact for this is Monty Bell, (503) 808-2384.
