- Description
- Description of Work: Provide all labor, tools, equipment, and materials to furnish and install a shelter system over an existing skatepark at Fort Lewis, WA. Furnish a shelter system that will cover an area approximately 100 feet by 120 feet (12, 000 sq. ft). Shelter shall include the following features: Be Portable for possible future relocation. Have an Indirect lighting system for safe skating (20 each 208V with 400 watt metal halide lamps. 3 Pole 208V lighting contactor & switching. Wiring methods must be addressed. Metallic raceway; i.e. conduit, flex conduit. The Contractor is responsible for final electrical connection to the power supply. Available panel: 208 volt, 3 phase, 60 amp, with 3 available spaces. Panel is located at the Southeast corner of the skatepark. Clear unobstructed interior space. Open or partially open sides and ends for ventilation. No support poles running through the middle of the shelter system. Lightweight but strong structure and covering. Engineered to meet all requirements of the Uniform Building Code. Note: The UBC says the snow load is to be determined by the local building official. Fort Lewis requires design for a ground snow load of 20 PSF plus code live load. Pierce County requires a design for 25 PSF snow load in the lower elevations. These minimum UBC requirements shall be met and calculated per the formulas of the UBC. Weather resistant material. The structure will be of low or no maintenance. The site will have minimal foundation requirements. Offeror shall provide detailed instructions for disassembly and relocation. There are no constraints or limits to the number of parts to the structure. Color to be dark and neutral to blend into the landscape. Successful offeror will be required to conduct a foundation/soils investigation. There is no pre-done one specific to this facility. The contractor will be responsible for the complete design and the foundation design will be engineered by UBC standards. The design will be stamped and certified by a Washington State Soils Engineer. A Licensed Engineer in the Geotechnical field will be acceptable in this instance. The successful contractor will be required to have a State of Washington contractors license for building and foundation construction. Sufficient design information will be provided with the bid for the Directorate of Public Works to be able to conduct a design review to include but not limited to structural, electrical, and foundations. The plan will need to be stamped by a licensed structural engineer. Successful bidder will be responsible for the construction and installation of the shelter as needed. If external guy ropes are authorized by the UBC, they may be used; but we would prefer not to have them. Extensive use of guy ropes will conflict with the existing fence and area around the site. Support poles will be allowed at the ends of the structure. In accordance with a review by the Washington State Office of Archaeology and Historic Preservation, we will ensure the selection of the cost-acceptable design option that has the lowest profile (height and massing) as viewed from the historical district. Installation Phasing: It is anticipated that Government facilities in the vicinity of the skate park will be in use during the installation of the shelter system. The work shall be planned and accomplished so that there will be a minimum of interference and inconvenience to the customers and occupants of those facilities. Any blockage of building exits or driveways must be coordinated in advance. Work Hours: Normal work hours are from 0730 to 1600, Monday through Friday except Federal Holidays. Contractor shall not be permitted to work other than normal work hours unless authorized by the Contracting Officer. If vendor wants to work other than normal work hours, he must indicate so in the offer. Availability of Utilities: Subject to available supply, the Government will provide, without charge, reasonable amounts of potable water and electricity to the contractor from existing outlets and supplies. Contractor shall reasonably conserve these resources. Contract Period. The contractor shall be required to complete the installation no later than 75 days after receipt of signed bilateral contract. The time stated for completion shall include final cleanup of the premises, inspection and acceptance of the shelter. The facility has to pass two inspections prior to payment being made. Directorate of Public Works Electric Shop Foreman, Al Johnson, must inspect the electrical connections. Contact Mr. Johnson at 253-967-7802, three days prior to completion of the electrical connection to allow time for him to arrange the inspection. The Project Manager, Pat LaViollette, 253-966-1739, will conduct the final inspection of the shelter and it's installation. Please contact him at least three days prior to completion of installation phase to allow sufficient time for the inspection to be conducted. This requirement is 100% set aside for small businesses. The size standard for a small business concern including its affiliates is a maximum of 500 employees. SIC 2394, NAICS 314912, Shelters. Telephonic requests will not be accepted. All faxed requests must include an email address. The solicitation issued will be available for download at the Fort Lewis Contracting Office Web site located at http://www.lewis.army.mil/doc on the opening date for bidding. The anticipated issue date of the solicitation is July 03, 2001.
