Description
The National Institute of Standards and Technology (NIST) intends = to negotiate with Polytec Pi, Incorporated of Tustin, CA on a sole = source basis under the authority of FAR Part 13.106-1(b), Soliciting = from a single source and FAR Part 13.5 -- Test Program for Certain = Commercial Items for the purchase of a Turnkey High Frequency = Micro-Scanning Vibra Scan System. The system is composed of the = following Polytec Pi items: 1. One Polytec Pi Model MSV-300 Turnkey = High Frequency Micro-scanning VibraScan system; 2. One Olympus benchtop = microscope (Polytec Pi BX-30); 3: One Polytec Pi Model MSV-Z-061 = Universal File Format (UFF) conversion software; 4. One Zoom FFT = Software Package (Polytec Pi Model MSV-Z-070); 5. One Internal = Arbitrary Signal Generator (Polytec Pi Model MSV-Z-079). The contractor = shall provide one day of training, installation, and checkout. This = system will be used in the MicroElectroMechanical Systems (MEMS) = project to measure the mechanical resonance and modes of vibration of = MEMS test structures and other types of micrometer and nanometer scale = mechanical structures. Polytec PI is the only company that can provide = a tool that can make this measurement to the specifications required in = the MEMS project. In particular, the required system must provide an = optical scanning measurement of a velocity time signal as a function of = frequency over the range of 100 Hz to 1.5 MHz with time signal = resolution of less that 0.1 micrometers/second/rootHertz and 10 m/s = maximum velocity. The system shall be able to optically scan the = surface with a laser spot size of 1 micrometer diameter over a 175 x = 175 micrometer field of view. In addition, the system must have the = capability to provide a live video image coupled with a mouse driven = program=20 to define the scan area, provide a scan speed of 50 measurement points = per second, and include a built-in FFT analysis to allow measurements = and events that contain more than one vibration frequency. = Compatibility with equipment being utilized by partner companies in the = MEMS project is key to the development of the measurement standards. = For these reasons, The PolyTec PI scanning optical vibrometer with all = of the components specified above is the only tool that can meet the = needs and specifications of the MEMS project. The anticipated delivery = time for this requirement is 70 days after receipt of order and the = delivery shall be FOB Destination to Gaithersburg, Maryland. The = Government anticipates awarding a firm-fixed price purchase order. = Interested persons may identify their interest and capability to = respond to the requirement or submit quotes by June 25, 2001. This = notice of intent is not a request for competitive quotes. A Request = for Quotation (RFQ) package is not available. The NAICS code for this = requirement is 421690 with a size standard of 500 employees. A = determination by the Government not to compete this requirement based = upon responses to this notice is solely within the discretion of the = Contracting Officer.
