Description
This is a combined synopsis/solicitation for commercial items = prepared in accordance with the format in Subpart 12.6, as supplemented = with additional information included in this notice. This announcement = constitutes the only solicitation; proposals are being requested and a = written solicitation will not be issued. The solicitation document = and all incorporated provisions and clauses are those in effect through = Federal Acquisition Circular 97-24. The following items are to be = procured on a firm fixed price contract. The period of performance is = for 1 year plus four each 1 year options. Requirement is for the = purchase of Contractor Services for 168 Stand Alone Postage Meters and = Desktop Mailing Systems designated specifically for a low volume = mailer. Service plan must be included. Mail must be capable of = manual feed into the meter which then stamps the envelope with the = exact postage required and postmarks the mail piece, the meter must = print postage on meter tapes for processing parcels and oversized = envelopes, must account for all postage cost, envelope size unlimited; = envelope thickness up to ?", . The contractor's equipment shall = perform the following tasks: a) Provide low volume Postage-By-Phone = meters; b) Meter function must provide single decimals and imprints = over $10.00 and automatic postmarking; c) Built-in envelope ejector and = postage tapes that can print the exact postage amount needed for large = flats, packages and tubes; d) Accept either a mechanical or an = electronic meter interchangeably; e) Mailing machines must have = special function keys that will provide postage used, postage unused, = piece count, batch value, batch count, plus an add postage key for = special charges; f) Meters must have the capability to track up to 10 = accounts for cost center chargebacks; g) Include low volume mailing = machines; h) Create/produce meter imprints and automatically produce = wet, dry, or pressure sensitive meter tapes; I) Have self-enclosed = tapes that can roll up to $99.99 for all mail material of the various = classifications that enter USPS/UPS channels. Equipment must be = operator reprogrammable to accommodate changes in rates; Contractor = must be able to provide access to a computerized network for speedy = response to service calls; Vendor will replace any damaged/broken meter = at no additional cost; Contractor must provide unlimited service by = trained technicians to all 218 Nationwide locations, including Guam, = Hawaii, Peurto Rico and New Mexico within 8 hours. (COMPLETE LIST OF = LOCATIONS AVAILABLE UPON FAXED REQUEST TO THE CONTRACTING OFFICER);=20 Contractor must have parts readily available for repairs to the = equipment nationwide; Contractor must deliver new Stand Alone postage = meter within 10 days after award; Contractor must provide a complete = inventory of all leased equipment within 24 hours of request; After = notification, contractor must allow ATF personnel to temporarily = relocate meters until a replacement meter has been ordered and = installed; When required, contractor must allow ATF to cancel meter = rentals without financial obligation; Contractor must be able to = provide postage summary reports for all meters in use by serial = numbers, location, date meters were issued, grand total of = replenishments on monthly and quarterly basis.; Contractor must be able = to block replenishments and only allow authorized personnel to reset = meters. When requested, vendor will conduct site survey when equipment = requires upgrading; When applicable, vendor must replace meters that = have old technology with new meters; Any information obtained = concerning the ATF as a result of this effort shall be used only for = purpose of accomplishing contract requirements. Contractor agrees = never to sell Bureau addresses. Billing and Payments: The contractor = shall invoice the government on a monthly basis for each meter rental. = Contractor must accept credit card as payment for meter rental; The = following provisions are applicable to this acquisition: (a) FAR = 52.212-1, Instructions to Offerors-Commercial, (b) FAR 52.212-4, = Contract Terms and Conditions-Commercial Items, (c) FAR 52.212-5, = Contract Terms and Conditions Required to Implement Statues or = Executive Orders-Commercial Items. The provision at FAR 51.212-2 = Evaluation-Commercial Items applies to this acquisition. Evaluation = factors in declining order are as follows; Past Performance, Quality, = and Cost. Past performance and quality combined are more important = than cost. Awardee must complete a SF-3381 ACH Vendor/Miscellaneous = Payment Enrollment Form. Quotes must include delivered price and = product literature, which lists specifications. Award will be based = on meeting the technical specifications listed above, on an ALL OR = NONE basis and the BEST VALUE to the government. The Government may = elect to pay a cost premium to select an offeror whose ratings on = non-cost evaluation factors (e.g. past performance, and quality) are = superior. A "premium" is defined as the cost difference between the = lowest evaluated cost of a technically acceptable offer and a higher = priced offer deemed to be superior from a Past Performance and/or = Quality standpoint. However, the Government will not make an award at = a significantly higher overall price to achieve only slightly superior = Past Performance and/or Quality.
