- Description
- The Clinical Center, of the National Institutes of Health, Bethesda, Maryland Campus, intends to negotiate on a sole source basis with Montgomery County Public Schools, under the Authority of 41 U.S.C. 253 ( c )( 1 ), as set forth in FAR 6.302-1(b)(1), Commercial Services to provide a school program for children ages 5 through 18 selected for medical research and hospitalized for prolonged periods of time at the NIH Clinical Center. The Clinical Center is a 340-bed research hospital located at the NIH. It attracts patients from all states of the U.S. as well as from other countries. Patients are admitted on a research protocol and their stays range from a few days at the minimum to several months, or in some cases, years. In an attempt to provide the school-age patient with a substitute educational process while hospitalized, the Clinical Center has established the NIH School Program. The educational services required must be acceptable and transferable for appropriate credit by the home school district of participating patients. The primary goal of this program is to maintain continuity in educational service delivery between the hospital and the home school in order that patients can have a normal school year despite their medical problems. The successful offeror shall be able to provide the required services in a hospital setting. The specific objective of this requirement is for a contractor to furnish services, qualified professional and technical personnel, and material to provide a school program for school age children, ages 6 through 18. The contractor must be a nationally and internationally accredited school program. The contractor shall furnish a full-time coordinating teacher, licensed, certified teachers and instructional materials and supplies essential to meet the needs of the student population kindergarten through 12th grade, English as a second other language (ESOL), and Graduate Equivalency Diploma (GED). The NIH School Program student patient groups include, but are not limited to patients diagnosed with schizophrenia, attention-deficit/hyperactivity disorders, obsessive/compulsive disorder, and terminally or critically ill. Patients may require bedside teaching/tutoring. All teaching/educational services shall conform to the standards of the Maryland State Board of Education and be provided as requested by the NIH Clinical Center between the hours of 8:00 am and 3:30pm, Monday through Friday, excluding federal holidays. The period of performance for this requirement is anticipated to be a base year, with nine (9) successive one-year option periods. It is the Government's belief that these requirements can only be met by Montgomery County Public Schools. All responses must be written and received within 45 calendar days from the published date of this notice. Oral communication is not acceptable and will not be honored. Any other firm believing it has the ability to meet the Government's requirements is invited to respond to this notice by furnishing clear and convincing documentation demonstrating their ability to meet, at a minimum, all stated performance and capabilities to accomplish the proposed contract. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
