- Amendment "A" to solicitation RFP 658-46-01 TELEPHONE OPERATORS; The following is in response to questions being asked in conjunction with the above referenced RFP. 1) When does the Government anticipate making an award? Answer: The week of June 25, 2001. 2) What is the anticipated start date? Answer: July 1, 2001. 3) Based on the way paragraph 23 is written "Contractor's personnel have regular access to printed and electronic files containing sensitive data, which must be protected under the provisions of the Privacy Act of 1974 " is there a requirement for the telephone operators to have successfully passed a National Agency Check (NAC)? Answer: No, they will sign a computer access agreement on their first tour of duty. 4) Are wages for contractor employees going to be based on the Government's Wage Determination Guide? If this is correct, how do we obtain a copy that covers the Roanoke area? Answer: Yes. Copies of Wage determination can be obtained by sending a written request to fax number (540) 983-1065, attention: Dorann J. Burkett. 5) Based on the solicitation/synopsis, it appears that the Government anticipates making an award solely on the pricing information provided by the offeror. If this is accurate, then it would appear that the only requirement for submission to the Government is a price proposal. Is this correct? Answer: Yes. 6) Additionally, are DOL wages applicable to this solicitation, if so what is the current wage determination and fringe for Receptionist/Operators in your county? Answer: See answer to question number 4. 7) The referenced synopsis directs bidders to 52.212.1 which calls for past performance information if past performance is listed as an evaluation criteria. Please clarify what the evaluation criteria are and if past performance information is required. Answer: FAR 52.212-2-EVALUATION-COMMERICAL ITEMS, is not part of this solicitation, award will be made based on lowest price. 8) There usually 10 federal holidays, only 7 are listed in the synopsis/RFP. Were Columbus Day, Christmas and New Year's Day left off the holiday list intentionally or was it an oversight? Answer: There are ten (10) Federal Holidays listed under item 2. Item 1 States in part, (including all Federal Holidays not listed in item 3 as non-work days). Item 3 lists seven (7) Federal Holidays as non-work days, the other three (3) Federal Holidays are considered to be work days under the terms of the contract. 9) Is this purchase being made under a GSA Schedule? Answer: No. All other terms and conditions remain unchanged.
