Description
The Administrative Office of the U.S. Courts (AOUSC) requires contractor professional support, studies and analysis for long range facilities planning and related services. The AOUSC has developed long range facility plans for each of the 94 Judicial Districts, and courts of appeals in the US. These comprehensive studies evaluate historical workload, personnel, and space trends to project 5-10-20-30 year space requirements in order to develop a plan of necessary facilities actions. The successful offeror will provide current work on this continuing process, to include 1) preparing handbooks and updating long range plans, 2) providing special studies, analyses, and statistical support; 3) preparating an annual report and a five year plan, 4) developing a training program and 5) providing related studies and analyses as they apply to space and facilities planning. The professional support, studies, and analyses work will fall under the following examples: compile and compare identical statistical data under comparable situations, predict and/or forecast future space needs; develop mathematical models and methodologies to evaluate recurring space needs; develop and update databases; and reporting. Contractor personnel must be proficient in statistical forecasting and projections using State Space, ARIMA and other appropriate statistical techniques; have knowledge of appropriate laws and regulations affecting acquisition of court space; have knowledge of court space design standards; have experience in long range facility projections; have software and software development skills including a working knowledge and understanding of Visual Basic, Microsoft Access and Microsof Excel; demonstrate through a management plan the corporate organization and tools to accomplish the taskings; demonstrate a proven ability to meet short deadlines and its availability for meetings at the AOUSC offices on short notice. The resultant contract will be an indefinite delivery indefinite quantity task order contract for a basic period with four (4) one-year options.
