Description

This dune restoration project will involve all labor and tools as needed to manually remove approximately 30 acres of non-native plant species in the dunes north of Abbott's Lagoon at Point Reyes National Seashore in Marin County, CA. Work will involve digging up to 1.5 meters in the sand to completely remove Beachgrass from the dunes; and will include the removal of Iceplant within targeted areas of the dunes. The work sites are a 30-60 minute walk from the parking area. The terrain varies from level to steep in deep, shifting sand. Weather conditions will likely include a range from thick fog to high winds. The proposed contract will require the removal of European beachgrass and iceplant from 15 acres in 2001, 7.5 acres in 2002 and 7.5 acres in 2003. Contract years 2002 and 2003 will also include follow-up removal on all acres treated in previous years. The work season may only be conducted between mid August and late October each year. The Request for Proposal (RFP) will be available on or about June 27, 2001. The due date for receipt of proposals will be 30 days after issuance of the solicitation. The Government will make a selection based on Best Value after considering cost and factors other than cost such as the Contractor's experience in: management of invasive plants; working in adverse conditions; and working in areas with sensitive plant and animal species.
