- Description
- The Naval Sea Systems Command (NAVSEA), Program Executive Office, Expeditionary Warfare (PEO EXW), Naval Special Warfare Program Office is seeking potential sources to perform a produceability determination and evaluation of the conceptual design, assembly, software and hardware integration and the transition from Research and Development (R&D) to fabrication of the Hydrographic Reconnaissance Littoral Mapping Device (HRLMD) System. The ability to establish a risk mitigation program and validate integration of various sub-components and system software into working tactical units will also be required. The system fabrication requires the ability to perform electronic assembly and check-out of Commercial Off The Shelf (COTS) sub-components and produce limited quantities of the HRLMD units. This announcement will allow interested parties sufficient lead-time to review the Preliminary Technical Data Package (PTDP), identify projected manufacturing and delivery timeframes and expedite final product assembly schedules. This effort has the potential to allow the fabrication facility to reduce manufacturing costs by taking advantage of economies of scale, reduce overall logistics support infrastructure and reduce or eliminate some inherent contract management costs. The HRLMD is an underwater diver hand-held unit that is a fully integrated sensor and navigation system used to conduct hydrographic reconnaissance. The unit is neutrally buoyant, is approximately 12" long x 10" wide x 6"high, with an estimated weight of approximately 28 pounds with a Lithium Ion rechargeable battery. It provides the ability to obtain a more accurate and expedient method of collecting, recording, analyzing, and transferring hydrographic reconnaissance data to the mission coordinator. Navigational information is provided to the operator's Diver Held Unit (DHU) using a Long Baseline (LBL) or dead reckoning methodology. Transponder beacons are utilized in the LBL mode when operating within a predefined area. Dead reckoning navigation methods use a combination of state-of-the-art "fast acquisition" Global Positioning System (GPS) technology and Doppler Sonar updates. The DHU is also capable of recording and transmitting underwater sonar images. A Preliminary Technical data package (PTDP), developed for the Naval Sea Systems Command by the Applied Research Laboratory: University of Texas (ARL:UT) @ Austin using Government funds, is available in electronic (CD-ROM) format upon request and will be forwarded for a fee of $25.00 for two HRLMD system discs. The PTDP will provide sufficient information for the system, identifying the configuration and design assembly. Potential sources are instructed to request the electronic PTDP by submission of an email request to truehartmckinneysl@navsea.navy.mil. All requests should contain the following information: Cage code (if available), Company Name, Point of Contact (optional), Street Address, City, State, Zip Code, and Telephone Number. Only those firms who are on the certified contractor access list may receive such information. Requests for certification and registration can be obtained from the U.S. Canada Joint Certification Office, formally the Defense Logistics Service Center (DLSC), Federal Center, 74 Washington Avenue N, STE 7, Battle Creek, MT 49017-3084 (telephone number 1-800-352-9333). An electronic copy (CD-ROM) of the PTDP will be provided by normal mail after the cost of $25.00 for both HRLMD system discs has been received. Software required to review the drawings is available from SolidWorks 2000/1 (3D CAD software viewer) and the free download portion is available from www.solidworks.com. The final TDP for the HRLMD system will be available after the Critical Design Review and demonstration tests in July 01. Any further information required to identify and specify all production processes, procedures, parts, machinery requirements and controls needed to build the units will be available at that time. Minimum plant qualifications are: (1) ISO 9000 or equivalent facility, (2) Posses a Government approved Property Control System, (3) Maintain in-plant Statistical Process Control (SPC), (4) Maintain a Test and Final Inspection Process, (5) OSHA/NIOSH Compliant. Minimum Corporate operations requirements are: (1) Prior electronics manufacturing experience, (2) Financially stable with a good, historically sound credit report, (3) Favorable past performance record, (4) Offer a product and manufacturing process warranty on workmanship, (5) Implement an integrated cost, schedule, performance process, (6) Final products meets and conforms to all provided specifications and standards, (7) Accurate planning & estimating, (8) Ability to adhere to and control costs, (9) Adherence to contract schedules and delivery terms, (10) Maintain a professional and cooperative relationship, (11) Commitment to Customer Satisfaction.
