Description
: The National Institute of Standards and Technology (NIST) = plans to contract on a sole source basis with Dr. George R. Doddington, = 18 Risa Court, Orinda, CA. 94563. Dr. Doddington will support the work = of the NIST Information Access Division by providing technical = leadership, research, and evaluation for=20 4 DoD-sponsored language technology programs: Automatic Content = Extraction (ACE), Speaker Recognition, Conversational Speech = Recognition, and Translingual Information, Detection, Extraction, and = Summarization. Dr. Doddington is uniquely qualified for this project. = He has many years of experience in field of speech recognition. He has = lead the ACE program and formulated the Entity Detection Task and = scoring tools, which were used to evaluate the researcher's systems. = He has also been closely involved in supporting the evaluation = infrastructure for the Speaker Recognition and Large Vocabulary = Conversational Speech Recognition (LVCSR) evaluations over the last = several years. In addition, for the past 10 years, he has been = providing expert technical direction for US Government research = programs at various agencies including DARPA, NSA, and NIST. We know of = no other individual who possesses these unique qualifications or who = could provide a similar level of knowledge, support, and leadership to = these programs. For these reasons, it is in the best interest of the = Government to contract only with Dr. Doddington for these requirements. = The period of performance will be for a base year plus one 5-month = option period, from date of contract award. Interested persons may = identify their interest and capability to respond to the requirement. = This notice of intent is not a request for competitive proposals. = However, the Government will consider all responses received by the = date identified above. Written responses to this synopsis shall = contain sufficient documentation to establish a bonafide capability to = fulfill the requirement. A solicitation is not available. See = Numbered Notes 22 & 26.=20
