Description

The Naval Air Systems Command intends to award a cost plus fixed fee, sole source contract and restructure the firm fixed price, sole source quantity procurement contract N00019-99-C-0003 awarded to the Boeing Company on 16 December 1999. The quantity procurement is for the purchase of MA-31 Aerial Target Systems, support equipment, engineering/technical support and associated documentation. The MA-31 is an air-launched, supersonic ramjet target system which is a variant of the X(M)-31 missile, manufactured in the Republic of Russia. The MA-31 Target was evaluated and approved under the FY-95/96 Foreign Comparative Test Program (FCT). This quantity procurement is a result of the FCT. In accordance with 10 U.S.C. 2304(c)(1), Boeing has been determined to be the sole-integrator of the Russian designed and manufacture MA-31 Aerial Target System (for use on a U.S. range) and is the only known firm with the knowledge, expereience, and technical data necessary to meet the Navy's requirements. This effort was originally synopsized on 10 June 1998. The effort is being re-synopsized because the non-recurring engineering effort is being broken out from the firm fixed priced quantity procurement as a separate cost reimbursement type contract. The Contractor will be solely responsible for acquiring and importing X-31 missiles and coordinating all attendant license and clearance documentation with the U.S. and foreign governments.
