Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This request for quotation incorporates provisions and clauses in effect through Federal Acquisition Circular 97-25. This is a small business set-aside. The NAIC for this acquisition is 332813 and the size standard is 500 employees. The U. S. Coast Guard Aircraft Repair & Supply Center (ARSC) is requesting quotes for metal plating and coating service. These services will be used on aircraft type of components and parts, along with some non-aviation items. Due to the nature of this requirement the contractor facility where the work will be accomplished must be within 100 miles of Elizabeth City, NC 27909. All work will be performed at the contractor's facility with the exception of required heat-treating of plating and other special coatings, which may be performed on site. A Coast Guard representative will deliver and pick-up items at the contractor facility on the same day each week. There will be times when the contractor will be required to make a pick-up or delivery. Routine items must be complete within 7 days. Emergency items must be completed within 24 hours. All items worked shall be wrapped and identified by the original routing tag sent with the item. A parts log will be checked and signed by the Coast Guard representative and a contractor representative showing receipt and return of all items. Any damage to parts or improper plating will be the burden of the vendor to replace or repair. The contractor shall ensure compliance with all applicable hazardous material handling regulations and guidelines. All services performed will be consistent with all federal and state regulations governing the handling, usage, and removal of hazardous chemicals involved. Any parts that have been damaged or that do not meet the required specifications will be redone at no additional cost within 1 day. A Coast Guard representative will accomplish inspection and acceptance of all items upon delivery. Quotes shall list hourly rate per line item. Clin 1) Cadmium Plate, Class 2, Type 2, & Cadmium plating bright deposit, also matte hydrogen free bath for parts heat treated to 39 Rochelle C scale, QQ-P-416F revision. Cadmium Plate with Chromate, Cadmium Flash Plate, Class 2, Type 2 -- 660 Hours. Clin 2) Alodine treatment and process -- 5 Hours. Clin 3) Anodizing Chromic per MIL-A-8625, Type I, Anodizing Sulfuric per MIL-A-8625, Type II, Anodizing specifications include AMS-2468, AMS-2469, AMS-2470, AMS-2471, and AMS 2482 -- 170 Hours. Clin 4) Black Oxide for Steel, Stainless Steel, and Cast Iron per MIL-C-13924C. Black Oxide for Brass and Copper per MIL-F-495 -- 25 Hours. Clin 5) Chemical films for aluminum per MIL-C-5541 for paint base. Copper Flash and high build per MIL-C-14550 -- 5 Hours. Clin 6) Dry Film lubricant molybendium disulfide for pins and bolts -- 5 Hours. Clin 7) Nickel Plating per QQ-N-290 -- 5 Hours. Clin 8) Passivation for cleaning Stainless Steel per QQ-P-35. Metals cleaning in general per MIL-S-5002 -- 5 Hours Clin 9) Silver Plating, matte and bright for electrical contacts per QQ-S-365 -- 5 Hours. Clin 10) Zinc Plating per ASTM B633 for paint base and general corrosion protection (mild service) -- 5 Hours. Clin 11) Xylon Coatings for pins, bolts, etc. To provide lubrication and corrosion protection -- 5 Hours. Clin 12) Brush Plating: Cadmium, Anodize and Silver -- 5 Hours. Clin 13) Phosphate Coatings: (2 types) Mil Spec. TT-C490: Light Phosphate for mild corrosion and a good paint base. Mil Spec. DOD-P-16232: Heavy Phosphates including Zinc & Manganese for heavy to moderate corrosion protection & paint base. This will be requested in a number of classes -- 5 Hours. Clin 14) Pickup and delivery service by the contractor as required quoted on a per trip basis. The quantities listed are annual estimated quantities. Billing will be monthly based on actual usage. Clin 15) Any additional fees that will be required for "emergency items". The period for performance of this service will be Jul 2001-Sep 2001 with an option period of Oct 2001-Sep 2002. FAR provision, 52.212-2 does not apply in that award will be made based on price. Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2001).
