Description
Provide all services, materials, supplies, supervision, labor, and equipment, except those specified as Government-furnished to perform Information Management Area Services at III Corps and Fort Hood, Texas under Solicitation DAKF48-99-R-0012, an A-76 Cost Competition, to include in-house to contractor operation, as appropriate. The Contractor shall plan, program, operate and maintain the (1) Management Support, (2) Automation, (3) Telecommunications, (4) Services (records management, publishing, and printing), except those specified as Government functions. The Contractor shall be responsible for all planning, programming, administration, management, and execution necessary to provide the work specified in the solicitation. The Contractor shall conduct the work in accordance with Federal, State, and Local laws, regulations, codes, and directives and publications. The Contractor shall produce, provide, and maintain accurate and complete records, files, and libraries of documents to include Federal, State, Local, and industry regulations, codes, laws, technical manuals, and manufacturer's instructions and recommendations, which are necessary for and are related to the functions being performed. The Contractor shall compile historical data, prepare required reports, and submit information as specified by Contract Data Requirements Lists (CDRLS) presented in the contract. Primary functions include: Management Support -- Provides the planning, organizing, and controlling of Information Management functions for III Corps and Fort Hood and the AR 5-9 area of responsibility IAW AR 25-1; this area is approximated by the northern half of the State of Texas. Many of these Management Support functions will be Governmental-In-Nature (GIN) and will therefore not be included in this requirement. Plans -- Identifies, develops, analyzes and engineers projects, and provides technical advice on issues, special studies, services and programs within the Information Management Area (IMA), and provides logistical support. Reviews, evaluates and interprets policies and directives from higher headquarters which impact IMA functions. All services will be performed in accordance with applicable regulations, manuals, technical documents and Standard Operating Procedures. Automation -- Supports the design, installation, operation, maintenance, and upgrade of both common-user and dedicated network infrastructure resources throughout III Corps and Fort Hood. Specific functions include, but are not limited to, customer support, network maintenance and management, node site administration, computer operations, and application support, Army standard systems, local unique systems, and commercial off the shelf (COTS) systems. The contractor will use the Enterprise Management System (EMS) specified by the Government. The accepted suite of tools for EMS consists of Tivoli (Tech Console, TMA, HPOpenview and Gateway) and Remedy. Establish and maintain Standard Operating Procedures (SOPs) and documentation defining system requirements. Telecommunications -- Operates, installs, maintains, and repairs inter- and intra-communications equipment, fiber optic and copper (inside and outside) cabling, and infrastructure. These services are provided through both common-user and dedicated networks that are part of the Administrative Telephone Service (ATS). Communications also provides recurring administrative services necessary to support system operations. The Telecommunications Center (TCC) transmits and receives collateral, classified and sensitive message traffic for III Corps and Fort Hood. It transmits and distributes classified and unclassified data IAW regulatory guidance. Services -- Manages the installation records management, publications and printing programs IAW regulatory guidance and the required and related references directed by those regulations, and local governing directives. This requirement will be 100% set-aside for Small Businesses. The SIC code is 4813, based on a size standard of 1,500 employees. The Final RFP will be available electronically at http://ccmd.hood.army.mil or http://abop.monmouth.army.mil and will be issued on or about 1 October 2001. The solicitation will include instructions for the submission of proposals and will advise of any planned site visit/pre-proposal conference. Any resulting contract will be a Cost Plus Award Fee for a base year beginning 1 March 2003 through 28 February 2004, with 4 one-year option periods. This is the second and final synopsis.
