Description
NASA/GRC plans to issue a Request for Quotation (RFQ) for 1 ea.Cryogenic Hall Effect/Gigantic Magneto-Resistance/Van Der Pauw System with Variable Mangetic Field to 9 Tesla and Operation from 2 to 400 K, Lake Shore Cryotronics, Inc Model No. 9509-HVWR-SWT-HSTER . This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Lake Shore Cryotronics, Inc., 575 McCorkle Boulevard, Westerville, OH 43082-8888; The Authority for Other Than Full and Ppen Cometition is 10 U.S.C. 2304(c)(1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Justification for lack of competition is that the Lake Shore Model 9509-HVWR-SWT-H system is the only turnkey system that offers the specifications required by our research and development projects in ferroelectric, spin-polarized transport, and semiconductor microwave devices. These specialized and unique features include (1) Variable high field system from 0 to 9 Tesla; (2) Continuously variable temperatures from 2 K to 400 K; (3) Low resistance measurement capability for conducting samples < 1 milliOhm and high resistance measurement capability to 150 Gohms (4) Proprietary software analyzes field-dependent Hall data and generates mobility spectrum for materials containing multiple species. This permits the extraction of the spectrum of mobilities and densities for individual carriers. (5)Able to perform Shubnikov deHass measurements in addition to automated Hall measurements as a function of temperature and magnetic field. and (6) Windows based data acquisition and control software. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 20,2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
