- NASA/JSC is hereby soliciting information for potential sources for AIRCRAFT INFORMATION SYSTEMS SUPPORT NASA/JSC is hereby soliciting information for potential sources from small business(SB), small disadvantaged (SDB), HUBZone, and woman-owned small business(WOB) for the purpose of determining the appropriate level of competition and or small business subcontracting goals for the Aircraft Information Systems Support contract at JSC. This potential contract will provide for sustaining engineering of existing components and application development of mission and safety critical components to support aircraft operations and to assist and perform Center Project Management, planning and implementation activities associated with the Aircraft Module of the Integrated Asset Management (IAM) Project, a sub-project of the Integrated Financial Management Project (IFMP). The deliverables and services would include: Modification and deployment of the AOD Aircraft Logistics Information System to three other NASA Centers, and to the NASA ADP Consolidation Center (NACC); develop and deploy a mission-critical and safety critical Aircraft Maintenance Management System; implement the Aircraft Engineering Configuration Management System; upgrade and sustaining engineering of the Flight Operations Support System, the Flight Records System and the Flight Crew Currency System; preparation of Information Technology Security Plans in accordance with NASA Policy Guidance (NPG) 2810; support for the Technical Publications/Library Management system; and sustaining engineering on several legacy applications developed in-house by the incumbent contractor. Quality Assurance/Certification Because of the safety and mission critical nature of these components, all offerors must possess certification under at least ISO-9001, as defined in ISO 9000-3, the Software Engineering Institute Capability Maturity Model Level 3 or higher, or an equivalent certification from an independent certification authority. All responses must include the Quality Assurance Certification level and must reference the Certifying authority. Contractor must describe the quality assurance process and how evidence and artifacts are captured and tracked. For ISO certifications, this will require review of the contractor's ISO documentation, therefore, an index of the contractor's documentation Special Skills Contractor must possess software support skills and expertise in the following areas: 1. NASA, Department of Defense, and civilian/FAA aircraft logistics policies and practices 2. JSC aircraft maintenance management systems, policies and practices including the software described in item #3 below. 3. NASA version of the Naval Air Logistics Command Operational Maintenance Information System (NALCOMIS), its operating system (SCO Unix 2.03) and database, Informix 5.0.0. 4. NASA and JSC financial accounting, supply and equipment management, systems and practices including IBAS (Interactive Basic Accounting System), NSMS (NASA Supply Management System, NEMS (NASA Equipment Management System). 5. MVS (ADABAS NATURAL) 6. Windows NT/2000 and Internet Information System 4+. 7. Network, Domain, and MS SQL Server Integrated Security administration 8. Agency-level system integration and implementation No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact -- address and phone number). This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.
