- Description
- The Space and Naval Warfare Systems Command (SPAWAR) intends to award a sole source GSA delivery order to Galaxy Scientific Corporation, 2231 Crystal Drive, Arlington, VA 22202, under the authority of FAR 6.302-1. Galaxy Scientific Corp will provide Tactical Data Link Systems technical knowledge and engineering expertise in the following areas: A) support to OASD (C3I) with respect to joint service Link 16 implementation and achieving the objectives of the Joint Tactical Data Link Management Plan (JTDLMP); B) JTIDS/MIDS spectrum support involving JTIDS/MIDS electromagnetic compatibility with emerging civil air traffic control and aeronautical radio navigation systems in the 960 -- 1215 MHz frequency; C) MIDS P3I systems engineering assessments and analyses; D) emerging technologies including tactical data link networking, Link-16 Missile Tactical Terminal (LMT2), enhanced Link-16 relative navigation algorithms to support precision strikes, and Link-16 enhancements such as narrow-band voice, imagery transmission, and enhanced throughput; E) Link 22 system architecture development; F) proposed techniques for Joint Link 16 and Link 11 range extension including SATCOM, Unmanned Aerial Vehicle (UAV) and landline, and support related to Navy and joint concept development activities; G) integration of new and emerging technologies with Link-16 platforms; and H) joint concept of operations, system evaluation, assessment and implementation of joint message and communications protocol standardization. No other individual source is available that can satisfy this requirement based on unique technical expertise, extensive specialized experience, and continuity and integration of multiple performance efforts supporting Navy data links. The ATDLS Program encompasses a broad range of data link mission requirements that are managed through numerous individual programs and projects at various stages of development and acquisition and that require extensive interface with other services and agencies. Satisfying current program objectives of rapid technology insertion, new developments and deployment, integration of systems within new and existing architectures, and interface coordination with other services and government agencies requires a corporate entity capable of providing consolidated and comprehensive technical and acquisition management services. Obtaining this range of services within a single corporate entity offers a cost savings to the Government in terms of direct costs and indirectly through reduced Government contracting, management, and oversight. This request is considered to be sole source to Galaxy Scientific Corporation, therefore, no solicitation will result from this announcement.
