Description

The Federal Highway Administration plans to make award to the Civil Engineering Research Foundation (CERF) to conduct the Phase I and Phase II work of the FreezeFree Evaluation. CERF places special emphasis on revitalizing our nation?s deteriorating infrastructure through its unique program directed at expediting the transfer of research results into practice. CERF is uniquely qualified to provide this service because of their special program for evaluation of highway technologies coupled with its independence and special access to all segments of the highway community. No other source is considered reasonably available to provide this service. This is a Simplified Acquisition and the anticipated award date is June 21, 2001.
