- The Bureau of Alcohol, Tobacco and Firearms intends to negotiate on a sole source basis with Penlink, Inc.(Lincoln, NE) for the purchase of a three-year site license agreement to augment the Bureau's current Penlink software. This is a follow-on contract to TATF-97-18 for the purchase of additional licenses and restricted maintenance and service. This is a proprietary software that must be purchased from Penlink. No telephone calls accepted.
