Description
The nature of this contractual action will be a new indefinite-delivery, requirements type of contract. The intent of this proposed action is to award a nonpersonal services contract with cost plus fixed fee pricing arrangements. Based on Federal Acquisition Regulation (FAR) 6.302.1, only one responsible source or a limited number of responsible sources, and no other services will satisfy agency requirements, The U.S. Army Aviation & Missile Command, Acquisition Center, proposes to acquire, on an other than full and open competitive basis, technical and integration support for the continued development and initial fielding of the Advanced Threat Infrared Countermeasures/Common Missile Warning System (ATIRCM/CMWS) program, which has been designated as an ACAT IC level program. These services are to be acquired from CAS, Incorporated. The ATIRCM/CMWS is the core system of the Army's modular Suite of Integrated Infrared Countermeasures (SIIRCM) developments and contains the functions of missile detection and warning, infrared jamming and countermeasure munitions dispensing. The CMWS will utilize a subset of the ATIRCM processor modules/components. ATIRCM/CMWS is currently the number one priority Electronic Warfare program in Department of Defense (DOD) and requires continuous support of a wide range of capabilities and skills to produce an effective, supportable system within the required milestones and challenging schedule of activities. It is required that all support services be provided on an uninterrupted basis. Any interruption would seriously jeopardize the time frames for meeting program milestones, which would cause a delay in meeting the First Unit Equipped (FUE) date. The period of performance will be three (3) years with two (2) optional one year ordering periods. CAS, Inc. is the only contractor that has participated in the development of data associated with the ATIRCM system of which the CMWS is a component thereof and is the only contractor that can provide the required support services without interruption resulting from a learning curve. CAS Inc. is the only contractor with the required ATIRCM/CMWS models and databases currently resident and in use at their facility. During the past 10 years, CAS, Inc. has been responsible for the development, maintenance, and operation of the primary IRCM analysis tool, the E2E Simulation. The E2E contains over 2.5 million lines of code. CAS Inc. has developed over 50% of the code in the E2E. For the past 7 years, CAS Inc. has provided programmatic support for the ATIRCM, program to include the transition of the missile warning and decoy portions of Advanced Integrated Infrared Countermeasures Munitions (AIIRCMM) into the program. The processes and experience gained in developing the existing program documents and databases are invaluable as ATIRCM transitions to a Low Rate Initial Production (LRIP) decision. To meet the requirements of the new success oriented program milestone schedule, CAS Inc. must continue to provide uninterrupted support of the simulations and analysis needs of ATIRCM/CMWS and continue essential interfaces with USA, USAF and USN participants. All responsible sources may submit a proposal which shall be considered by the agency.
