Description

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to non-competitively, issue a firm fixed price contract for acquisition of a quantity of CLIN 0001 -- 1 each, DA-320 DominoLAN Internetwork Analyzer, P/N 9314/02; CLIN 0002 -- 1 each, DA-330 DominoFDDI -- DAS Internetwork Analyzer, P/N 9314/04; CLIN 0003 -- 1 each, DominoNAS (Network Analysis Suite), P/N 9316/93.30; CLIN 0004 -- 1 each, pcANYWHERE Software, P/N 9314/93.43; CLIN 0005 -- 3 each, DominoFE (includes DominoPLUS Chassis, 155 Mbps BAM, 100BaseT LIM, overlay, Notebook-Parallel Port Cable (K9123) and documentation), P/N 9316/90.71; CLIN 0006 -- 3 each, Domino ATM OC-3/STM-1 Multi-mode Package, P/N 9316/90.03; CLIN 0007 -- 7 each, Cable, Domino / Domino, 1=300mm, P/N K9194; from ACTERNA, 1895 Preston White Drive, Suite 250, Reston, VA 20191. This procurement is to provide Network Analyzer equipment and software to be added to systems already in place at the NSWCDD AEGIS Land Based Test Facilities. Each facility is required to have a Network Analyzer that will be used to support the AEGIS LAN Interconnect System II (ALIS II) for AEGIS Baseline 7 Phase 1. The analyzers are required to monitor real-time data packets across the ALIS network in support of Tactical Program testing and certification. This procurement must be sole-source based on the requirement for this equipment to be compatible with equipment already in place in order to meet established data analysis requirements of the AEGIS ALIS II system, as specified by the System Design Agent. This equipment has been selected, tested, utilized, and proven to be compatible with the ALIS II network at the AEGIS Engineering Development Site. This procurement is for a single, non-recurring test tool requirement to support an AEGIS Baseline configuration at the Virginia sites. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Simplified Acquisition Procedures (SAP) will be used in accordance with FAR 13.5. The solicitation number is N00178-01-R-2014 and is a Request For Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26, dated 16 May 2001. The North American Industry Classification System code is 334119. The applicable DPAS rating is DO-A7. Delivery shall be FOB destination to Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. Partial delivery is acceptable, with all equipment to be delivered within 45 days ARO. The following provisions and clauses are in effect: Clause 52.212-1 Instructions to Offerors -- Commercial applies to this solicitation and is incorporated by reference. The Government will award a contract from this solicitation to the responsible offeror whose offer conforms to the solicitation, meets all of the specifications for each CLIN at the overall lowest cost, and has a satisfactory past performance history for providing the same items. The offeror shall provide with its offer a list of at least three examples of previous sales of the requested items with a description of the item, quantity, contract number, date, name of organization, point of contact, and telephone number. Offerors shall include a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with offer. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition and is incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, subparagraphs (a), (b) 1, 5, 6, 11, 12, 13, 14, 15, 18, 21, 24, (d), and (e) applies to this acquisition. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, subparagraphs (a), 252.205-7000, 252.219-7003, 252.225-7001, 252.225-7012, 252.227-7015, 252.243-7002, and (b) applies to this acquisition. The following additional FAR and DFARS provisions and/or clauses apply to this acquisition: DFARS 252.225-7003 Information for Duty Free Evaluation, 252.225-7009 Duty Free Entry-Qualifying Country End Products and Supplies. The standard commercial warranty for these items shall apply. An addendum incorporating Year 2000 Warranty Provisions and documenting additional unique requirements identified in this CBD Announcement shall be incorporated at Contract Award.
