- Description
- This is a combined synopsis/solicitation prepared in accordance with FAR Part 13. No RFQ will be prepared or made available. The Government intends to award, on a Sole Source basis, an order to Rockwell Science Center in accordance with the below statement of work. STATEMENT OF WORK. Title: OPTICALLY CLOCKED TRACK AND HOLD CIRCUIT. 1.0. INTRODUCTION: SSC-SD and Rockwell Science Center (RSC) have an on-going collaboration to develop an optically clocked track and hold circuit with reduced error due to aperture time and aperture jitter, with the goal of a 1 GSPS, 13-bit resolution track and hold circuit. Development of laser pulsers, OE switches, and an electronic T&H diode bridge circuit enabled the first tests of a hybrid integration of these components during the first half of FY2000. Jitter data for the 0.8mm laser pulser indicate that the jitter is to high to meet the resolution goal of the program. OE track and hold waveform data obtained to date suggests that higher OE detector current and/or lower on-state resistance is required for successful OE track and hold performance. A high power 1.55um fiber laser based optical clock source is currently being procured by SSC-SD to address both the residual timing jitter and detector current response requirements. A new mask set for fabrication OE switches sensitive to 1.55um has been delivered, and fabrication of devices by SSC-SD is being initiated. Further modeling and analysis is required to understand and improve the OE T&H hybrid design, and a second design iteration needs to be implemented. 2.0. SCOPE: This statement of work (SOW) describes work that Rockwell Science Center will perform in support of the SSC-SD Optically Clocked Track and Hold project. This work represents the start of the second iteration on the design of the electronic part of the optoelectronic track and hold (OE T&H) hybrid circuit. 3.0. TECHNICAL REQUIREMENTS: 3.1. Deliver up to twenty OE T&H electronic chips that were fabricated during FY99-00 as required. Consult with SSC-SD on hybrid integrated OE T&H test results. 3.2. Support OE T&H bridge redesign: Collaborate with SSC-SD on design improvements for the OE T&H circuit. Review SSC-SD simulations for proper RSC component and circuit modeling and for compatibility with RSC processing. Recommend to SSC-SD corrections and improvements for the electronic circuit and the hybrid integration design. Provide final design and masks for fabrication of the electronic part of the circuit. Provide integrated circuit design analysis report. 4.0. GOVERNMENT-FURNISHED PROPERTY/MATERIAL: None. 5.0. TRAVEL: This work will entail two trips to SSC-SD and two trips to Washington, DC for review meetings. 6.0. OTHER: 6.1. SECURITY: Unclassified. 6.2. PLACE OF PERFORMANCE: Rockwell Science Center, Thousand Oaks, CA. 6.3. PERIOD OF PERFORMANCE: This effort is anticipated to extend eight (8) months from date of award. 6.4. INSPECTION AND ACCEPTANCE: Deliverables under this effort shall be reviewed and accepted by: E.W. Jacobs, D825, telephone (619) 553-1614. Facsimile quotations may be sent to (619) 553-1062. Numbered Note 22 applies, however, all offers received within 15 days (in lieu of 45 days) after date of publication of this synopsis will be considered by the government. See numbered notes from any Monday edition of the CBD. The applicable North American Industry Classification System (NAICS) is 541710. Note: The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://farsite.hill.af.mil/. Offerors must complete and submit with their quote, a copy of FAR 52.219-1 Alt I/II, Small Business Program Representation. Central Contractor Registration is required for resulting award.
