Description

The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a sole source commercial contract to IMSSCO, Inc., 2040 Harbor Island Drive, Suite 201, San Diego, CA. 92101, for 110 each, PFA-95 Portable Foam Applicator Jackets. This action is not suitable for full and open competition for the following reason: The PFA-95 produced by IMSSCO is the only Portable Foam Applicator Jacket currently qualified and certified for Navy ashore and afloat use, under the Damage Control Program, by the Office of the Assistant Secretary of the Navy, Installations and Environment, Director of Safety and Survivability.
