Description

The Virginia Contracting Activity, on behalf of the Defense = Intelligence Agency (DIA), is seeking qualified sources capable of = providing cost analysis support and independent cost assessments IAW = DoD 5000 to develop and evaluate major program cost estimates and = extended budget projections by identifying and quantifying critical = budgetary, cost, schedule, technical, and programmatic risk factors = related to the General Defense Intelligence Program which include DIA = and the military services? intelligence projects. Additional staff = support required includes analytic support to the annual planning, = programming, and budgeting process as well as development of tools, = methodologies, and databases to support cost analysis. Analytic = results will support senior-level decision making in the DoD?s and the = Director of Central Intelligence?s (DCI) annual planning, programming, = and budgeting process, as well as in the Intelligence Community (IC) = strategic planning and investment deliberations. This cost analysis = support function will interface directly with the IC Cost Analysis = Improvement Group as required to support independent cost analysis = activities for the DCI to include Independent Cost Estimates, = Independent Cost Assessments, and Interim Program Reviews. Interested = parties have 15 days from the publication of this synopsis to submit = their qualifications/capabilities. This synopsis is for planning = purposes only, and does not constitute a solicitation for = bids/proposals. The Government will not pay for any information = submitted in response to this announcement. Any responses to this = notice should be limited to ten pages and should be pertinent and = specific to the cost analysis support required. Submissions should = address the following qualifications: experience in developing life = cycle cost estimates and/or life cycle cost analysis methods and tools; = experience performing and managing cost analyses in support of = assessment alternatives, strategic planning, and program development = activities, and a familiarity with DoD/IC planning and budgeting = processes; qualifications in operations research, engineering, physics, = mathematics/computer sciences, or other technical fields.
