Description
The Albuquerque Operations Office (AL) of the U. S. Department of Energy (DOE) anticipates issuing a solicitation for "Logistics and Customer Service Support for the DOE Nonproliferation and National Security Institute (NNSI)." The NNSI is operated to provide training and special services required for DOE programs involving nuclear nonproliferation and arms control, emergency management, counterintelligence and nuclear security. The NNSI also provides training and special services support to other DOE program and operations offices and to other government agencies. The NNSI is located on Kirtland Air Force Base in Albuquerque, New Mexico. The objective of the solicitation is to provide NNSI with a new prime contractor to provide and/or arrange for facilities, training venues, equipment, food services, utilities, janitorial, maintenance, transportation, staff and student lodging. This new prime contractor will also provide a web-based, on-line, customer services function including all sub-functions inherent in full-service training facilities such as course catalogs with course descriptions, offering dates, costs, student registration information, facilities, amenities, and research resources. The new prime contractor will provide these services at the NNSI facility in Albuquerque, New Mexico. Currently, these tasks are being performed by an incumbent contractor responsible for providing the bulk of the operation and management support to the NNSI. The intent of soliciting for a new contractor is to provide opportunities for a small business to perform these tasks. In addition, DOE requests that the new contractor, to the extent practicable, give hiring preference to those employees currently supporting the NNSI who meet the contractor's minimum qualifications for the positions proposed, with the exception of those employed in key personnel positions. DOE AL anticipates issuing a Request for Proposal (RFP) in July 2001. The proposal due date will be 30 days after issuance of the RFP. DOE contemplates the award of a single 5-year contract in September 2001. The solicitation will be available only in electronic form at the "DOE-e-center -- Doing Business with DOE" Internet web site located at http://doe-iips.pr.doe.gov. DOE AL plans to set aside this procurement for small business with the recommended North American Industrial Classification System (NAICS) code of 561110 Office Administrative Services; the size standard for this NAICS code is $5 million.
