Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This request for quotation incorporates provisions and clauses in effect through Federal Acquisition Circular 97-25. This is a small business set-aside. The NAIC for this acquisition is 541611 and the size standard is $5.0 M. The U. S. Coast Guard Aircraft Repair & Supply Center (ARSC) intends to register its Quality Management System as ANSI/ISO/ASQ Q9001:2000 compliant and perform follow-up surveillance audits as required. ARSC is an aviation repair facility owned and operated by the Department of Transportation (DOT) and staffed with civilian employees and military members of the DOT. ARSC is the Coast Guard's aviation logistics center providing one stop shopping for all Coast Guard aviation logistics support. ARSC is responsible for overhauling and repairing aircraft; providing aircraft parts and equipment to the fleet; re-engineering and manufacturing of aircraft parts; performing complex, multi-million dollar contracting actions; providing technical engineering support; and providing teams of personnel who provide on-site field assistance to Coast Guard air stations and deployed aircraft. The contractor must include with their quote a proposed schedule for achieving ANSI/ISO/ASQ Q9001:2000 registration. The schedule should address the typical problems involved in the ANSI/ISO/ASQ Q9001:2000 registration process. The contractor shall include in their quote any deliverables required by the registration process in accordance with Raad voor Accreditatie (RvA) and ANSI-RAB that are not listed below. Clin 1) Initial Review 00001 JB The contractor shall perform an initial review of ARSC's Quality Manual to determine compliance with ANSI/ISO/ASQ Q9001:2000 criteria and prepare a written report which summarizes the review of ARSC's Quality Manual and specifies the degree to which the Quality Manual complies with ANSI/ISO/ASQ Q9001:2000 criteria. Clin 2) Pre-Assessment Meetings and Audit 00001 JB All pre-assessment meetings will be held at ARSC between the Contractor's Auditing Staff and ARSC's Management Team. These meetings will serve to: acquaint the Audit Team with ARSC's organizational structure; brief ARSC's management team on the Contractor's auditing methods and practices; resolve questions raised during the initial review of ARSC's Quality Manual and provide the opportunity for the Audit Team to conduct the pre-assessment audit during a tour of ARSC. The pre-assessment audit shall be a thorough investigation into ARSC's operation to determine ARSC's level of preparedness for the registration audit. Minimally, the pre-assessment audit shall cover contract review, design control, document control, inspection and testing, corrective action and internal quality audits and purchasing. The Audit Team shall determine the status of ARSC's Quality System implementation and effectiveness. At the conclusion of the audit, the Lead Auditor will provide an oral brief and written report to ARSC's Management Team. Clin 3) Registration Audit 00001 JB The contractor shall perform a registration audit for conformance to ANSI/ISO/ASQ Q9001:2000. The audit will not be performed as a witness audit. The Audit Team shall interview all levels of ARSC personnel to determine the extent to which the Quality System as documented in ARSC's Quality Manual has been implemented. After the audit the Lead Auditor shall conduct a closing meeting for ARSC's Management Team to summarize results, note difficulties and give a draft report with recommendations. A registration audit report shall be prepared which details the results of the audit, specifies the degree of registration to be granted (subject to the Contractor's determination of the degree to which ARSC's Quality System is in conformance with ANSI/ISO/ASQ Q9001:2000), itemizes deficiencies, requests corrective actions and specifies a time limit for corrective actions to be implemented. The contractor shall determine the degree of reassessment required to achieve full registration. Clin 4) Registration 00001 JB A determination of full compliance shall result in registration of ARSC's Quality System. The registration shall include the presentation of a Certificate of Compliance to ANSI/ISO/ASQ Q9001:2000 (the presentation shall take place at ARSC), the presentation of camera-ready artwork of the Contractor's quality mark, those of the Contractor's accreditors for use by ARSC, the issuance of the IQNet seal and the inclusion in the Contractor's published directory of companies that have achieved registration to ANSI/ISO/ASQ Q9001:2000. The registration shall be valid for a period of three years from the date of issuance and may be withdrawn only when requested by ARSC or the Lead Auditor's determination that ARSC is not fully compliant with ANSI/ISO/ASQ Q9001:2000 during a scheduled surveillance audit. Clin 5) Surveillance Audits 00004 EA After certification, the registrar shall provide surveillance audits semi-annually to maintain ANSI/ISO/ASQ Q9001:2000 certification through the end of the contract. The schedule for these audits shall be agreed between ARSC and the Registrar. Option 1) AS 9000 Registration 00001 JB Upon satisfactory completion of ISO 9001:2000 registration for ARSC, the contractor will perform an AS9000 Audit. Following successful completion of the audit, the offeror will register ARSC as AS9000 certified. The period for performance of this contract is three (3) years from the date of award. The required completion dates are: Clin 1) 31 July 2001 Clin 2) 30 April 2002 Clin 3) 28 June 2002 Clin 4) 31 July 2002 Clin 5) Semi-annually after registration. The contractor shall have the following accreditations and experience: 1. The Contractor shall be a Registrar accredited through the American National Accreditation Program for Registrars of Quality Systems as administered by the American National Standards Institute (ANSI), and the Registration Accreditation Board (RAB). The Registrar's registration must be recognized in all the International Organization for Standardization (ISO) countries. The scope of this accreditation shall include the North American Industry Classification System (NAICS) Code 336413 for aircraft overhaul, repair and aviation component overhaul and repair. 2. The contractor shall have a published directory of companies that have achieved registration and/or certification to ANSI/ISO/ASQ Q9001:2000 and the NAICS Code 336413 for aircraft overhaul, repair and aviation component overhaul and repair, in conjunction with the Contractor's evaluating audits. 3. The Lead Auditor shall have participated in the audit of at least one (1) aircraft facility for conformance to ANSI/ISO/ASQ Q9001:2000, at least one (1) U.S. Government Facility and at least one (1) Aerospace Industry facility for conformance to the AS9000 Standards. The Lead Auditor shall have a familiarity with the Federal Acquisition Regulations. 4. All members of the Contractor's Audit Team shall be RAB certified auditors and shall have participated in at least one (1) audit of an aviation facility for compliance with ANSI/ISO/ASQ Q9001:2000. 5. The audits under this contract will be performed aboard a DOT facility with special access requirements for foreign nationals. The contractor shall be responsible for obtaining all special access clearances in a manner that will not affect scheduled performance for all personnel provided to work under this contract. The Contractor shall have a multi-layered appeals system through which ARSC may appeal any ruling, determination or action of the Contractor relating to the auditing and registration processes. The Government will provide a work area including access to telephone, copier, fax machine and computer. FAR provision, 52.212-2 does not apply in that award will be made based on price. Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2001).
