Description

The National Institute of Standards and Technology (NIST) intends = to negotiate on a sole source basis with Dr. Richard Lavrich, = Painesville, Ohio, for scientific research, engineering design and data = analysis services. To perform these tasks the contractor shall have = expertise in the following areas: Fabry-Perot cavities, molecular = spectroscopy, vacuum techniques, and basic physical chemistry and = chemical physics. Deliverables shall include monthly progress reports = and when appropriate, oral presentations. The contractor shall also = participate in the writing of reports and manuscripts. The work shall = be done at the Gaithersburg, Maryland site. The period of performance = shall be one year from date of award. There is also an option for an = additional year of work based on similar tasks. This is a sole source = with Dr. Lavrich because he possesses expertise in all the areas = described above. He has written many publications regarding these = subjects and is also familiar with the operation of the NIST = Fourier-transform microwave spectrometer, which was custom built at = NIST, allowing him to readily undertake the proposed research effort. = The Government intends to solicit and negotiate with only one source = under the authority of FAR 6.302 -- Circumstances permitting other than = full and open competition. This notice of intent is not a request for = competitive proposals. Written responses to this synopsis shall = contain sufficient documentation to establish a bonafide capability to = fulfill the requirement. A solicitation is not available. See NOTE = 22.
