Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. The Department of Transportation (DOT), Transportation Administration Service Center (TASC) plans to award one or more Basic Ordering Agreements for administrative services to support a transportation fringe benefits program. The detailed Statement of Work can be requested via an e-mail request to mark.welch@tasc.dot.gov. FIRMS SHOULD NOT RESPOND TO THIS NOTICE BY REQUESTING TO BE PLACED ON A SOLICITATION MAILING LIST. The provision at FAR 52.212-1, Instruction to Offerors, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition; the evaluation factors to be used are technical capability and price. Technical is more important than price. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with the offer. Offers are due by 4:30 p.m., Washington, DC time, on June 11, 2001 to Department of Transportation, TASC Acquisition Services, 400 7th Street, S.W. Room 5106, Washington, DC 20590, to the attention of Mark Welch. An original and two (2) copies are required. Late proposals shall not be accepted in accordance with 52.212-1. The offeror's proposal shall include all relevant commercial literature (e.g., description of the services and products offered, specifications, etc.) and any supplemental information necessary to demonstrate the requirements of the SOW can be met and 2) a listing of the offeror's commercial pricing. When proposals are hand-carried or sent by courier service, the offeror assumes the full responsibility for ensuring that the offer is received at the location by the required time. All offers must be closed and sealed as if for mailing and fully identified on the sealed envelope. Offerors are hereby notified that the building located at the address stated above is a secure building and only uniformed couriers such as Federal Express, etc., will be allowed access into the building. All other couriers will be required to leave packages with the receiving dock for delivery by the departmental mail service. Departmental employees of TASC, Acquisition Services will not be responsible for picking up packages delivered to the lobbies or loading dock of the building. Facsimile proposals are not acceptable.
