- Description
- This notice is to announce the Office of Naval Research's (ONR) release of a standing Request For Proposals (RFP) for applied research and development in the scientific disciplines of interest to the Ocean, Atmosphere and Space (OAS) Department of ONR. This effort will be funded primarily with 6.2 and 6.3 Navy funds. Development efforts will be primarily in the areas of concept development (theory to demo), exploratory and prototype development, technology demonstrations, and model and software development data assimilation and exploitation. This applied research and development will be in any of the following four Focus Areas of the OAS Department: (a) Battle Space Environments -- BSE; (b) Anti-Submarine Warfare -- ASW; (c) Mine Warfare -- MIW; and (d) Maritime Intelligence, Surveillance, and Reconnaissance and Space Exploitation -- ISR. These Focus Areas are explained in more detail below and at the ONR web site. Offerors can propose in as many Focus Areas as it is qualified. Separate proposal packages must be submitted for each Focus Area for which an Offeror wants to be considered for award. Offerors will only be evaluated for the Focus Area(s) in which they propose. ONR has previously awarded a number of contracts for these services under solicitation N00014-99-R-0005. This standing solicitation is being issued since ONR recognizes that emerging companies and technology may present new opportunities for participation by highly qualified companies after the original closing date of the N00014-99-R-0005 solicitation. ONR intends to award multiple task order contracts per Focus Area. The contracts awarded will be for a five-year period. When requirements become known, task orders will be competed in a given Focus Area by providing those Offerors receiving awards from this RFP a fair opportunity to submit proposals. When requirements are less well known, ONR intends to solicit white papers periodically. It is expected that Offerors receiving awards will submit periodic research and development (R&D) proposals for addressing, through state-of-the-art technology, critical naval requirements identified in the four Focus Areas. ONR will consider the applied R&D proposals submitted and fund task orders for those deemed of greatest value to the Navy. This standing solicitation will remain open until either canceled or replaced by a subsequent RFP. On a semi-annual basis (or as deemed appropriate by ONR), proposals submitted under the standing solicitation will be reviewed for potential award. In addition to the factors identified for proposal evaluation in the RFP, ONR will consider the extent to which an Offeror provides unique or enhanced capabilities beyond those available from current contract recipients, the continued demand for services in the proposed Focus Area, and the administrative burden presented by the award of additional contracts. ONR reserves the right to select some, none, or all contract proposals submitted under the standing solicitation. The North American Industry Classification System (NAICS) code that applies to this solicitation is "54171" and has a size standard of "500 employees." As of October 1, 2000, the NAICS code replace the Standard Industrial Classification (SIC) code. The previous SIC code was "8731" and with a size standard of "500 employees." ONR is committed to providing maximum opportunity for participation by Small Business firms. While no portion of this solicitation is specifically set-aside for participation by Small Businesses only, all reasonable efforts will be made to achieve a goal of 50% of the total number of contract awards to Small, HUBZone Small, Small Disadvantaged and Women-Owned Small Business concerns. HBCU/MIs are encouraged to participate. The solicitation must be downloaded from the ONR web site at http://www.onr.navy.mil/02/matoc on or after 01 July 2001. No hard copies of this RFP will be mailed, faxed, or e-mailed. Proposals should be marked with the RFP Number and sent to the following address: Office of Naval Research, Ballston Tower One, Attn: Bonnie C. Damanski, ONR 252, 800 N. Quincy Street, RM 720, Arlington, VA 22217-5660. Facsimile or e-mail proposals will not be accepted. Any changes to this solicitation will be posted only on the ONR web site. Written acknowledgement of receipt of proposals will be sent within 10 days of proposal receipt. Written notice of an award decision for submitted proposals should be received within 120 days after the proposals are received. Proposals may be reviewed as they arrive. The ONR will treat all proposals as competition-sensitive information. All evaluators will be government employees. However, the ONR may use selected support contractor personnel to provide technical assistance to the government evaluators. These contractor personnel are restricted by signed nondisclosure agreements from either disclosing proposal information or using it for reasons other than performing these assessments. ONR may request from each offeror a one-hour presentation on the proposal highlights. The cost of preparing proposals in response to this announcement will not be an allowable direct charge under any resulting government contract or any other government contract. Copies of proposals submitted in response to this solicitation will be retained by the government or destroyed. No copies of proposals will be returned.!!
