Description
NOTICE OF CONTRACT ACTION. This Commerce Business Daily = Announcement (CBD) constitutes a Notice of Contract Action (NOCA) of the = Government's intent to procure Interim Contractor Support (ICS) for two hundred and five (205) AN/ARN-155, P/N P520A003-01, -02, and -03 (NSN 5826-01-441-1054, 5826-01-462-6002, and 5826-01-478-3739) Precision Landing System Receivers (PLSR). This effort will be a follow-on to = the work presently being done by BAE Systems under the current ICS = Contract #F19628-93-C-0016 and is anticipated to be awarded on a sole source = basis to BAE Systems by extending the current contract for a three-month = period to include three one-month options. The PLSR is a multi-mode avionics receiver, able to process guidance signals from Instrument Landing = System (ILS), Microwave Landing System (MLS), Global Positioning System (GPS), and Very-high frequency Omnidirectional Range (VOR) equipment. The PLSR us currently operational on the C-17 aircraft. The government will provide only a Level I drawing package. The Government plans to furnish the initial spare parts inventory to be maintained by the contractor. Interested firms should include the = company name; address; CAGE code; a point of contact, size of business (i.e., large business, small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, 8(a) concern, or small women-owned business); U.S. or foreign owned entity in their response. In = addition, any responses shall address firm's capabilities to perform the = following tasks and meet these specific criteria: 1) Provide ICS support = beginning no later than 16 Aug 2001. 2) Have or be able to acquire ILS, MLS, = GPS, and VOR experience, and perform the repair, supply, and support functions on Air Force PLSR units. 3) Provide technical support for fault isolation diagnostics, PLSR installation problems and supply/support activities. 4) Provide PLSR technical and engineering support in-house or at remote locations. 5) Prescreen incoming failed PLSR items to test, isolate, and verify failure. 6) Possess or have access to test equipment capable of testing the PLSR. = 7) Repair, maintain and modify PLSR hardware/software. 8) Maintain spare parts inventory in a bonded storage area and records of the = supply/support actions. 9) Replenish spare parts inventory after repair of failed = items. 11) Procure additional spare parts as approved by the Government. 12) Plan, budget and track the above tasks. 13) Provide the Government = with a monthly status report of all actions taken pertaining to the supply/support and repair of the PLSR. Optional tasks may include: a) Transition supply/support to Government = including updating reprocurement data. b) Incorporate Government design changes = for the PLSR hardware and software. Submit statement of qualifications, = along with supporting documentation to: ESC/GAK, 75 Vandenberg Drive, = Hanscom AFB, MA 01731-2103, Attn: Mrs. Barbara Cook-Sowa or via electronic transmission to: Barbara.cook@hanscom.af.mil. Responses must be = received no later than 15 calendar days after the date of this publication and should not exceed ten (10) pages on 8 =BD x 11 inch paper with type no smaller than 10 pitch. Also, firms should indicate whether they would = be interested in receiving a draft Request for Proposal (RFP), should the Government elect to issue such a document prior to the release of the formal RFP. Firms who submit qualification packages in response to = this notice are requested to identify any existing contract vehicles (by contract number and issuing office) that they have for the same or similar items/efforts and a Government point of contact (preferably the Contracting Officer). = Should it be in the best interests of the Government and be within scope of an existing contract, the Government reserves the right to satisfy its requirements under that contract. The Government will solicit firms meeting the screening criteria in the synopsis. Any offeror initially judged to be unqualified will be provided a copy of the solicitation on request, and any offer such a firm might submit will be evaluated = without prejudice. An Ombudsman has been appointed to hear concerns from = offerors or potential offerors during the proposal and proposal development = phase of this acquisition. The purpose of the Ombudsman is not to diminish = the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. Ombudsman do not participate in the evaluation of responses, source selection, or formulation of acquisition strategy. The Ombudsman should be contacted only with issues or problems that have previously been brought to the attention of the = program manager and/or contracting officer and could not be satisfactorily resolved at that level.
