Description
C -- Architect-Engineer Services. Construction Phase Services, Oahu, Hawaii 1. CONTRACT INFORMATION: Architect-Engineer services procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36. This will be issued as a negotiated firm-fixed price contract. The contract is anticipated to be awarded in July 2001. This announcement is set-aside for small business. The government intends to utilize a short selection process for contracts not expected to exceed the simplified acquisition threshold (FAR 36-602-5). 2. PROJECT INFORMATION: Work includes A-E engineering services support during construction for Kalaeloa Boulevard Resurfacing, Oahu, Hawaii. Work items may include submittal reviews, attending public meetings, evaluating requests for information, and preparation of final record as-built drawings. 3. SELECTION CRITERIA: See Note 24 for general selection process. The PRIMARY selection criteria in descending order of importance are: (a) professional qualifications of the firm's staff/consultants to be assigned to the project; (b) specialized experience of the firm in highway resurfacing and engineering support during construction for highway resurfacing projects; (c) the firm's past performance on DoD and private sector contracts; (d) capacity of the firm to accomplish work in the required time (size of firm, workload, etc.); and (e) knowledge of the locality of the projects. The SECONDARY selection criteria in descending order of importance are: (a) location of the firm; (b) participation of small business, small disadvantaged business, historically black colleges and universities, and minority institutions in the firm(s); and (c) volume of recent DoD work. 4. SUBMISSION REQUIREMENTS: Firms desiring consideration must submit a Standard Form 255 no later than 4:00 p.m., Hawaiian Standard Time, by the due date shown above or within ten (10) calendar days from date of this announcement, whichever is later. Should the due date fall on a weekend or holiday, the submittal package will be due the first workday thereafter. All responding firms must also include completed Standard Form 254 for themselves and their subconsultants, if not already on file with the Honolulu Engineer District. Submittals will be sent to the address shown above. Small and disadvantaged firms are encouraged to participate as prime contractors or as members of joint ventures with other small businesses. All interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum possible extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507. All contractors are advised that registration in the DoD Central Contractor Registration (CCR) database is required prior to award of a contract. Failure to register in the DoD CCR prior to award may render your firm ineligible for award.
