Description
The National Institute of Mental Health (NIMH) proposes to issue = solicitation No. NIMH-01-DI-0017 entitled "Collaborative Research = Pertaining to NIMH's Mood and Anxiety Disorder Program (NIMH:MADP) as a = 100% full and open competitive requirement under NAICS Code 621420. The = NIMH plans to award a 5 year cost-reimbursement contract with one -- = five year option on or about September 28, 2001. In accordance with = the precepts of the newly established "National Center on Minority = Health and Health Disparities", the resulting contract will provide an = important initiative toward promoting, assisting, and supporting = research activities in the minority community. The purpose of this = contract will be to obtain cultural diversity in research subject = populations as mandated by Congress in the "The Minority Health and = Health Disparities Research and Education Act of 2000" (Public Law = 106-525). Minority inclusion in Federally funded research is also = specifically prescribed in "The NIH Revitalilization Act of 1993" = (Section 492B of Public Law 103-43). The NIMH seeks to expand its = minority research inclusion by promoting and augmenting the ability of = minority individuals with serious mental illnesses to participate in = federally funded NIMH Intramural research projects. A first step in = expeditiously achieving these goals is to utilize the services of a = medical facility (preferably a university with a medical school and = department of psychiatry) located in close proximity to NIMH, Bethesda, = MD, that has access to a significant number of minority patients. = Through association with this contractor and its minority patients, = NIMH mental health investigators will be able to overcome some of the = obstacles that hinder the inclusion of minority subjects in mental = health research. These difficulties include inequity in availability = of information about, and access to, ongoing mental health research = protocols. =20 Request for Proposal (RFP) No. NIMH-01-DI-0017 will be available on or = about June 20, 2001 and receipt of proposals will be due on or about = July 20, 2001. The RFP may be accessed electronically through the NIMH = Homepage at http://www.nimh.nih.gov. First click on Funding = Opportunities, then click on Contracts and scroll down to the RFP = Number. This RFP may also be accessed electronically at FEDBIZOPPS at = http://www.fedbizopps.gov/. Please note that the RFP for this = requirement will include the Statement of Work, Deliverables and = Reporting Requirements, Technical Evaluation Criteria and the Proposal = Preparation Instructions. All information required for the submission = of an offer will be contained in the electronic RFP package. Following = proposal submission and the initial review process, offerors included = in the competitive range will be requested to provide additional = documentation to the Contracting Officer. All responsible sources may = submit a proposal that will be considered by the NIMH. This = advertisement does not commit the Government to award a contract.
