Description
The Air Force Flight Test Center (AFFTC), Edwards AFB CA, is = seeking sources for design, testing and implementation of enhancements = to the FQPSK-B mode option of subject telemetry receiver manufactured = by L-3 Communications, Microdyne Division. When provisioned with this = option, the receiver intermediate frequency programming and quadrature = detection circuit programming is optimized for detection of the = Feherpatented Quadrature Phase Shift Keying (FQPSK-B) = modulation. Specific enhancements to this mode are sought to provide: = (1) improved synchronization speed at initial signal acquisition time; = (2) improved short-term fade recovery speed; and (3) a received signal = quality indicator signal derived from extant symbol decision circuitry. = Said enhancements are to be accomplished without penalty to current = performance with respect to acquisition threshold, additive white = Gaussian noise detection efficiency, received signal quality = sensitivity, and phase noise sensitivity. In addition, said = modifications are constrained to improvement levels consistent with = obviating needs for internal architecture change, motherboard changes, = and backplane changes. In addition to experience in this specialty = field, qualification of sources will be contingent upon provider?s = ability to establish and show: (1) written agreement(s) with = L3/Microdyne authorizing full and complete access to the = circuit, software and firmware designs of the RCB-2000; (2) written = agreement(s) with L-3/Microdyne showing cooperative mutual commitment = to test enhancement designs and incorporate them in future production = of the RCB-2000; and (3) proof of authorization from Digcom Inc. to = perform development work on FQPSK-B licensed technology = implementations. Information regarding the RCB-2000 and its FQPSK-B = option is available from L-3 Communications, Telemetry East, Microdyne = Division, 491 Oak Road, Ocala, FL 34472, Tel. (352) 687-3392. = Information on FQPSK technology transfer and licensing is available = from Digcom, Inc., 44685 Country Club Drive, El Macero, CA 95618, Tel. = (530) 753-0738. Sources interested in responding to this requirement = are requested to provide a capabilities statement addressing the above = not later than 05 July 2001. Statement must include relevant = background/experience. This is not a solicitation or request for = quotation. All technical brochures and inquiries respond to: Patrick = Feeley, 412 TW/TSDI, 300 East Yeager Blvd., Module 500, Edwards AFB CA = 93524-6325, telephone (661) 277-1608.
