Description

See Numbered Note 22. It is the intent of The Air Force Research = Laboratory Information Directorate, Rome NY to award a purchase order = on a sole source basis to Rockwell Collins Government Systems, Cedar = Rapids IA 52498. The proposed contract action is for 3 each Miniature = Radio Codec, P/N 989-6686-001. Miniature Radio Codec has frequency = range of 30 MHz to 2.5 GHz, bandwidths of 25KHz, 2 MHz, 10 MHz = (selectable), transmit and receive capability, transmit power of 1 watt = max. However, all quotes received within five (5) days after date of = publication of this synopsis will be considered by the Government. = Quotes may be faxed to Rita M. Simmons, 315/330-2555. All responsible = sources may submit a quote in response to the solicitation which shall = be considered. An Ombudsman has been appointed to hear significant = concerns from offerors or potential offerors during the proposal = development phase of this acquisition. Routine questions are not = considered to be "significant concerns" and should be communicated = directly to Purchasing Agent, Rita M. Simmons, simmonsr@rl.af.mil or = FAX 315/330-2555. The purpose of this Ombudsman is not to diminish the = authority of the contracting officer or program manager, but to = communicate contractor concerns, issues, disagreements and = recommendations to the appropriate government personnel. The Ombudsman = for this acquisition is Lt. Col. Reid Lerum, Chief, Contracting = Division, at lerum@rl.af.mil when requested, the Ombudsman will = maintain strict confidentiality as to the source of the concern. The = Ombudsman does not participate in the evaluation of proposal or in the = source selection process. The Ombudsman should only be contacted with = issues or problems that have not been previously brought to the = attention of the Purchasing Agent/Contracting Office and could not be = satisfactorily resolved at that level. =20
