Description
It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis with the NetComm, Inc., Rockville, Maryland 20852 for proprietary enterprise-wide employee management software. NetComm, Inc. designed, developed, and copyrighted its software, Visual Employee Database System (VEDS.) VEDS is an enterprise wide employee management software product, which interfaces with the NIH Human Resources Database (HRDB.) Utilizing client-server technology, the VEDS provides flexible views, a custom report generator, and official (from HRDB) and unofficial (modified) employee data. VEDS is a Windows application, featuring customizable displays, user-friendly design, and extensive online support via its full-featured help system. It includes user group definitions, sophisticated access rights controls, and customizable organizational views, allowing users greater control of employee data than previously possible. The flexibility, security, and power of VEDS are essential features, which make VEDS the most comprehensive employee management product available to the NIH community today. This requirement will be procured under FAR Part 13 (Simplified Acquisitions Procedures) This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide software as specified above. Responses should demonstrate the firm's ability to meet the government's requirements.
