Description
This is a combined synopsis/solicitation for an Infrared Collimator utilizing Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation WILL NOT be issued. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure on a firm-fixed price basis 1 each Infrared Collimator and supporting components in accordance with the following specifications: (1) Each component of the unit must be person portable, (2) The collimator must be able to mount on a tripod. This will be accomplished with at least one (one-fourth-20) threaded hole and at least one (five-sixteenth-18) threaded hole at the Center of Gravity of the unit. Additional one-fourth-20 and five-sixteenth-18 mounting holes are acceptable, (3) Maximum weight of collimator or components 50 pounds, for example the collimator could weigh 50 pounds and a separate controller could weigh 50 pounds, (4) Dimensions for each component shall not exceed 42 inch long x 20 inch wide x 20 inch high, (5) Motorized eight (8) position target aperture wheel. Angular size of targets are approximately; 0.05, 0.075, 0.1, 0.25, 0.5, 1.0, and 10 milliradians, (6) Thermoelectric blackbody whose temperature range must be absolute temperatures of 10 degrees C to 150 degrees C (higher high end is acceptable), (7) Blackbody must have emissivity of .97 or better, stability of .01 degrees C and accuracy of 0.025 degrees C, (8) Uniformity less than 0.25 percent over temperature range, (9) Exit aperture of 6-8 inch (min-max), (10) Minimum target aperture size: 0.004 inch (100 microns) diameter to prevent dust, etc. from blocking the apertures, (11) Must be able to radiate as low as 0.75 pw/cm2 irradiance using the 0.1 mrad aperture assuming a theoretical 3-5 micron FWHM bandpass, (12) TC (K-type acceptable) on baffling plate in the area of the aperture for internal temperature logging, (13) Control unit must provide for local or remote computer via RS232, and (14) Log of BB temp, internal TC temp, and time downloadable to computer by RS232. The Request for Quote (RFQ) Number is N00178-01-Q-1036. The North American Industry Classification System (NAICS) Code is 333314, 500 employees. This requirement is 100 percent set-aside for small business and FAR 52.219-6 Notice of Total Small Business Set-Aside (JUL 1996) is applicable. The contractor shall deliver the collimator and/or components F.O.B. Destination to NSWCDD within 90 days after issuance of an order. The Government will award an order from this quote based on the following combination of factors: clear demonstration that all specifications have been met, price of items, and past performance history for providing the same or similar items. The quoter shall provide with its quote a list (at least three) of previous sales of the same or similar items with a description of the items, dollar value of contract, contract number, name or organization, points of contact technical and contracting, and telephone number(s). The quoter shall provide a technical explanation of how it intends to manufacture and deliver the item by the required delivery date. This explanation shall include technical drawings, calculations, certifications, and any other appropriate material which clearly demonstrates that each specification has been met. Quoters shall include a completed copy of the provisions at FAR 52.222-22 -- Previous Contracts and Compliance Reports, FAR 52.222-25 -- Affirmative Action Compliance, FAR 52.219-1 -- Small Business Program Representations, and DFAR 252.225-7000 -- Buy American Act Balance of Payments Program Certificate. The following additional DFARS provision applies to this acquisition: 252.204-7004 Required Central Contractor Registration. This procurement is rated DO-C9E. The closing date for receipt of quotes is 2 PM Eastern time on 15 June 2001. The anticipated award date for this order is 29 June 2001 The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Laboratory Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis/solicitation with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/supply.
