- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Far Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1011265150-00043 and is issued as a Request for Quotation (RFQ) on a full and open competitive basis. This solicitation is unrestricted. This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-25. The Standard Industrial Classification code is 3823. This product shall be delivered within 60 days after award. Shipping shall be F.O.B. destination with inside delivery to the U.S. Department of Agriculture, Beltsville, Maryland 20705. This procurement is for the following item or equivalent: "Model A307 Sample Oxidizer" for the oxidization of single or dual radiolabeled H-3 and C-14 samples via flame oxidation, for liquid scintillation analysis. The above item that USDA intends to procure, is manufactured by "Packard Instrument Company" in Meriden, Connecticut and shall have the following minimum requirements: The system should automatically oxidize single and/or and dual radiolabeled H-3 and C-14 samples via flame oxidation, for liquid scintiallation analysis; Flame combustion is required in order to maximize sample throughput and eliminate the need for daily "recovery correction factors" and frequent system preparation and maintenance; user selectable, variable combustion times of up to 5 minutes (60HZ systems) and 6 minutes (50HZ systems) is required; System shall provide combustion temperatures up to 1300 degrees Centigrade; Automatic positioning of vials into the collecting position without the necessity of screwing vials into place is required; Variable reagent dispensing systems are required; Automatic cleansing of the complete system via H20 steam and N-2/Air after every sample, without user intervention, is required; Observation window or viewing of combustion of the sample to determine completeness of combustion is required; A "reset button" for continued combustion of a sample is required; System shall be able to abort a combustion cycle utilizing an override button; Low Cost sample combustion containers, for convenient sample preparation, is required; System shall provide verifiable recoveries of Greater than 97 percent for both H-3 and C-14; System shall provide verifiable memories of less than 0.08 percent for both II-3 and C-14; System shall allow for multiple sample combustions to be collected in the same vial for low level II-3 analysis; System shall provide the capability to be connected to a robotic sample changing system for unattended automatic operation. All offerors must include completed copies of Far Clause: 52.212-3 (Representations and Certifications) and Far Clause: 52.222-70 (Compliance with Veterans Employment Requirements). Quotations shall include all specifications and literature pertaining to this requirement which demonstrate the capabilities for meeting the requirement.
