Description
This is a notice of intent to award a sole source contract to American Cave Conservation Association, 119 East Main Street, Horse Cave, Kentucky 42749. American Cave Conservation Association has been identified as having sole expertise in conservation, restoration, gating and education. for the Designing and Constructing of a new Cave Gate for the protection of the endangered gray bats. The proposed Boone (Rocheport) Cave Project is located on the left bank of the Missouri River in Boone County, Missouri just opposite the Overton Bottoms Site. The project, described as Tract Number 2200E, is a 51 acre tract owned in fee by the Missouri Department of Conservation. The following are the silent characteristics of the requirement: Structure should be resistant to flood damge, Structure should be to all but the most determined vandal-i.e. 100% effectiveness is not expected, Gates shall be designed in accordance with the Bat Conservation International(BCI) and the American Cave Conservation Association(ACCA) design standard, The gating should be a "Half Gate" (i.e. one that is open at the top) design for bat excess, Accessibility to the upstream side is required in order to both remove debris and to monitor the bat populations, Gate should be approximately 30 to 60 feet from the drip line at the mouth of the cave. This location should keep backwater from interfering with the bat roosts, Contract shall include removal of the remainder of failed gate, and the contractor shall provide all Labor,materials, equipment, and personell to satisfy the work and services required. This is not a formal solicitation. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government for future procurements. If no affirmative written response is received, the purchase will be awarded without further notice. A determination not to compete this proposed contract based on this notice is solely within the descretion of the Government. Detailed capabilities must be submitted to the U.S. Army Corps of Engineers, 760 Federal Building, 601 E. 12th Street, Kansas City, Missouri 64106, ATTN: Earl Smith, by 3:00 pm, EST, 11 June, 2001.
