- This is a Request for Information (RFI) from potential sources capable of producing Nitrotrizaolone (NTO). THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. Future DoD procurement of the MK-84 general-purpose bomb will be filled with a reduced hazard classification explosive. One of the ingredients in the proposed fill is NTO. The key physical characteristics are: packing density (greater than 0.97 g/cm) and particle size / distribution (greater than 600 microns / less than 5.0%; 600 212 microns; and less than 212 microns / less than 20.0%). To assist in preliminary acquisition planning and to improve their understanding of the industry and its capabilities, the Air Force Research Laboratory, Munitions Directorate, Energetic Materials Branch (AFRL/MNME) is interested in the following details: a) current production capacity under "normal" conditions, b) current production capacity under "surge" conditions, c) associated price/pound vs. order quantity and delivery lead time of NTO under "normal" and "surge" conditions, and d) a rough order of magnitude cost and estimated time to expand current production capacity should the need arise. Respondents to this RFI may be requested to provide additional information/details based on their initial submittals. THIS RFI IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. YOUR RESPONSE WILL BE TREATED AS INFORMATION ONLY. IT SHALL NOT BE USED AS A PROPOSAL. All information contained in the RFI is preliminary, as well as subject to modification, and is in no way binding on the Government. Any submissions will be considered public information. Any information submitted is voluntary. Responses to this RFI will be used by the Government to make appropriate acquisition decisions.
