Description
The U.S. Department of Energy, Office of Intelligence (IN-1), intends to award a sole source contract with Logicon, Inc., of Torrance CA for support and maintenance of its nationwide mission-critical classified automated message handling system, Corporate Information Retrieval and Storage (CIRAS). Continuing system configuration/integration and system administration support is required; also development, testing and implementation of upgrades as required. Management of legacy data is also included. Logicon is the developer of the (CIRAS) system application for DOE; the parent system was developed for the Central Intelligence Agency. The CIRAS system integrates several commercial off-the-shelf (COTS) software components, two of which are proprietary to Logicon, into a seamless application for inbound and outbound message processing. Having developed this system, and maintaining proprietary rights to portions of the system, Logicon is uniquely qualified to perform the requirement as well as possessing a unique understanding of IN-1's technical and mission support requirements. The CIRAS system also conforms to the IN-1 strategic direction for network and desktop operating system transition. The proposed contract will be for one year, with four additional one-year option periods. This is a notice of intent and not a request for competitive proposals. Interested parties may submit a capability statement and pricing information for the requirement within 30 days of publication of this notice, to be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
