- Description
- This is a competitive, combined synopsis/solicitation for = commercial items prepared in accordance with the format in Federal = Acquisition Regulations (FAR) Part 13, FAR Subpart 12.6, as well as = supplemental information provided herein. This announcement = constitutes the only solicitation/RFQ; proposals are being requested = and a written solicitation will not be issued. The U.S. Patent and = Trademark Office (USPTO), located in Crystal City, Arlington, VA, and = specifically the Office of Public Affairs, has as part of its mission = the dissemination of information to the public concerning patents, = trademarks, and related information. The public relations goal is to = generate awareness among the general public of the value of the = intellectual property systems, to herald the contribution inventors and = entrepreneurs make to our way of life, to enhance awareness of the = career opportunities available at the USPTO and to motivate educators = to use the inventive process as a vehicle for scientific inquiry. The = contractor shall furnish the necessary personnel, material, equipment, = services, and facilities to perform the following. SCOPE: The scope = of this requirement is to provide the USPTO with the production of a = multimedia, audiovisual video product. The USPTO will use this video = as an educational, informational tool. Venues of distribution will = include broadcast and cable television outlets. The finished product = shall be a color video, approximately 25-30 minutes in length, and = closed captioned, depicting past and present contributions of minority = inventors to the development of American technology and the progress of = science and the useful arts. The contractor is responsible for = developing a script working in concert with the USPTO approving = official. The final script must approved by the USPTO approving = official. Visuals may consist of still photos, stock photos, stock = footage and original footage, including interviews. Contractor shall = provide camera, lighting, and sound to film, and obtain all necessary = stock stills or footage. Contractor shall be responsible for obtaining = all releases from any persons on camera, securing any copyright or = trademark permissions as needed, and paying any fees as required. = APPROVALS: Contractor will produce a rough-cut with scratch track for = review and approval by USPTO approving official. Until such time as = the Contractor has received written approval of the rough-cut with = scratch track, a final video shall not be produced. The Contractor, at = no additional cost to the Government, will make changes necessary to = the rough-cut with scratch track, and resubmit for approval. = DELIVERABLES: Upon approval of the final video by the USPTO, Contractor = will provide two (2) Beta SP 1/2-inch masters and two (2) CD-ROM = masters for duplication. CONTRACTOR RESPONSIBILITIES: Contractor must = have appropriate equipment or access to facilities to produce the video = and create video copies. Contractor will be responsible for obtaining = all stock images and clearance for using anything not in the public = domain, this includes model releases and any permits or permissions = required for location shooting. Contractor will be responsible for = overseeing any subcontractors needed to fulfill the scope of work. = USPTO retains all rights to footage and all distribution and use as a = Government entity in which no copyright is held. The anticipated = delivery date of final products is not later than September 10, 2001. = SUBMISSION INSTRUCTIONS AND EVALUATION CRITERIA: The Government will = award a Purchase Order resulting from this solicitation to the = responsible offeror whose offer conforming to the solicitation will be = most advantageous to the Government, price and other factors = considered. In making the best value determination, the following = factors shall be used to evaluate offers: Technical (combination of = numbers 1 and 2 below), Past-Performance and Price. In responding to = this announcement respondents must provide, for the purpose of = evaluation, all of the following: 1) One (1) sample video that = demonstrates: a) Use of multi-layered images and graphic techniques. = b) Effective use of music to complement the messages presented. c) = Creative use of wipes, fades and any other creative visual transitions. = d) Professional level lighting and sound quality, as well as studio or = on-the-street interviews. e) A video in which the writing of the script = was a requirement. f) A video production of similar size, scope and = length. 2) A sample treatment that you might use if awarded this = project. 3) Relevant past performance information and references from = past performance on successful projects. 4) Proposals shall include = all pricing information and associated production costs of the video = product. In addition to a complete technical package and price = proposal that respond to numbers 1 -- 4 above, provide your Dun and = Bradstreet Number (DUNS), Taxpayer Identification Number (TIN) and = certification of your business size. This requirement is set-aside for = small business. The NAICS code for this requirement is 512110. A firm = fixed price purchase order will be awarded utilizing simplified = acquisition procedures. This solicitation /RFQ incorporates all of the = applicable provisions and clauses in effect through FAC 97-26, as if = stated in full text, as well as the terms and conditions of FAR = 52.212-3, 52.212-4, and 52.212-5. Proposals in writing should be = submitted to Chris Mikula, Contracting Officer, Office of Procurement, = 2011 Crystal Drive, CPK-1, Suite 810, Arlington, VA, 22202.
