- Description
- The Government intends to procure, on a sole source basis 17 Scientific Columbus JEMSTAR Watt-Hour Meters model nos. JS05R6010B3 (10 each) and JS08R601B3 (7 each) to be delivered at J. Strom Thurmond Project Office, Clarks Hill, SC. The salient characteristics of the Scientific Columbus J EMSTAR meters are as follows: (1) Revenue Class meter for measuring and recording (2) Auxiliary Power Requirements: 55-530 Volts AC, 90-275 Volts DC (3) Watt-hour Accuracy: Better than 0.07% reading (4) Optical calibration ports on front of meter (5) Transformer and Line lost compensation (6) Self read registers (7) Site diagnostics from panel and software display (8) Clock Accuracy: +/- 3 minutes per month maximum error (9) Switchboard enclosure (10) Communications: RS-232 and RS-485 with selector switch (11) SCADA interface: must interface with a SIRP system that uses JEM protocols (JEM Binary) (12) Measures: Watt-hours, VARhours, Amp hour, Qhours Energy Per Phase Quantities, Instantaneous Quantities (13) Current Class 10, 0.5 VA Maximum burden (14) Humidity Range: 5 to 95% relative humidity (15) Conform to: ANSI Standard C37.90.1-1989, IEC Standard 687 Section 5.5.4 All responsible sources may submit a quotation which, if timely received, shall be considered. Set-aside type: This is an unrestricted procurement. The standard industrial classification code (SIC) is 3825, and size standard is 500. Closing date for receipt of quotations will be specified in the quote when it is issued. Requests for solicitation packages must be submitted in writing via mail or fax (912) 652-6059. Telephone requests will not be honored. The anticipated RFQ release date will be on or about June 18, 2001. "See Note 22"
