Description
Provide Army Oil Analysis Program (AOAP) Services at Fort Bragg, North Carolina, Fort Drum, New York, Hunter Army Airfield, Georgia for the period 1 October 2001 through 30 September 2002 (plus 3 one-year option periods). The Contractor shall perform all management, supervisory, administrative, operational functions; furnish all necessary personnel, and perform preventive maintenance and repair on Government furnished equipment necessary to manage and operate the Army Oil Analysis Program (AOAP) Laboratories located at Fort Bragg, North Carolina, Fort Drum, New York, and Hunter Army Airfield, Georgia. Monitoring duties (to include training) are also a part of the Fort Bragg requirement. All work shall be accomplished at foregoing locations on oil samples from Active Army, Air Force, Navy, Marines, US Army Reserves, National Guard, and other DoD customers designated by the US Army Materiel Command (USAMC), Logistics Support Activity (LOGSA), Huntsville, AL. Contractors may bid on one site, two sites, or all three sites (multiple awards will be made). Requirement is 100% set-aside for Small Business. The NAICS code is 54138, Testing Laboratories. Standard Industrial Classification is 8734, Testing Laboratories. For the purpose of determining small business status for this procurement, the average annual receipts of a concern and its affiliates for the preceding three fiscal years must not exceed $5.0 Million. The period of performance/estimated value is expected to be a base and four (4), one-year option periods, with the exception of Hunter Army Airfield, which contains three (3) option periods. The anticipated contract type is firm-fixed price. This requirement will be procured under FAR Part 12. For determining business size on this project, North American Industry Classification System (NAICS) is 54138 and to be considered a small business under this code, a firm, including its affiliates, must not have more than $5.0 million average annual revenue over the past 3 years. All bidders are required to be registered with the Central Contractor Registration (CCR) which is available on-line at www.ccr2000.com .The actual bid opening data and hour will be included in the solicitation.
