Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference "Request for Quotation No. DE-RQ04-2001AL66727". This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25. Although this requirement is anticipated to be awarded under full and open competition, the U.S. Department of Energy, Albuquerque Operations Office (DOE/AL) reserves the right to award on a 100% Small Business Set-Aside utilizing the North American Industry Classification System code 421110, with a corresponding qualifying size standard of 100 employees (indicates maximum allowed for a concern, including its affiliates, to be considered small). This will be a Firm-Fixed price solicitation. The DOE-AL intends to acquire a competitive price on the following item: Line Item One (1): Quantity eight (8) Ford E-450 Super Duty Cutaway Chassis Model 2002. The following is the ordering option information based on an option list from model year 2001 (Option listing for 2002 is currently unavailable): Fleet Spec Adj: Motorhome 158" DS; Seats Not Included; Oxford White Clearcoat; Payload package; Medium graphite; No Trim; Pref Equipment package; 572, Air Condition; 593, Air Bag/Pass 2-D; Hub Cap Delete; Standard Trim; Auxiliary Fuel Port; Electronic 4-Spd Auto Trans; Tires, LT225/75Rx16E BSW All-Season; 4.10 Ration Rear Axle; Motorhome Prep; Chrome bumpers; Power locks/windows; FRT license bracket; Speed Control/Tilt Wheel; Trailer Tow Classic; Frame spacers, standard; Front Axle GAWR 4600#; Ambulance Package Not Required; Spare tire wheel; Mirror Delete; FLT spc Adj Ind; Auxiliaryheater Connect; Dual Media AM/FM; Alternator, dual; Trans Tank N/I; Fuel Tank, 55 gallon; Fleet Fuel Delete; Auxiliary dle Control; Engine, 7.3L Diesel V8; Heater, Engine Block; 8 US Gallon Gas. Delivery schedule: Required 1 of 8 by September 15, 2001; 2 and 3 of 8 by March 15, 2002; 4,5 and 6 of 8 by April 15, 2002; 7 and 8 of 8 by May 15, 2002. The delivery and acceptance point is Dodgen Industries, Inc., Highway 169 N., Humboldt, Iowa 50548. Delivery is FOB Destination. FAR 52.212-1, Instructions to Offerors -- Commercial, and FAR 52.212-2, Evaluation -- Commercial Items, apply to this acquisition. Only those Offerors who can furnish these items will be considered. Award will be made on the basis of lowest overall price. This is an "All or None" solicitation and Offerors must propose on all items. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items with the offer. The clauses at FAR 52.212-4 Contract Terms and Conditions -- Commercial Items, including addenda: DEAR 952.202-1, Definitions applies to this acquisition. In addition, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Responses/offers must be received through the IIPS web site NO LATER THAN 3:30 p.m. local Albuquerque time on or before the response date listed above. Submission of responses/offers by means other than IIPS is NOT authorized. Proposal files are to be formatted in one of the following applications: Word or WordPerfect.
