Description
The U. S. Department of Commerce (DOC), Herbert C. Hoover Building, 1401 Constitution Avenue, NW, Washington, D.C., 20230 has a requirement for commercial services to remove trash and debris. The Contractor shall furnish all labor, materials, and equipment necessary to remove trash and debris from the DOC building. DOC owns and uses a 20 Cubic Yard (CY) self-contained hyraulic compactor. Contractor shall maintain Government Furnished Compactor, provide and maintain a 30 CY self-contained hydraulic compactor. Contractor provided compactor must have the following features at a minimum: multi-cycle time and ram stop forward; advance full container light warning; hyrdaulic pressure capable of reaching 2000 psi. 1.50 CY charge box loading capacity; and meet all OSHA requirements. These compactors will be located on the North (20 CY) and South (30 CY) loading docks. Every Monday, Wednesday and Friday between the hours of 3:00 a.m. and 6:00 a.m., the Contractor shall empty and return each compactor in their original position and reconnect all electric and hydraulic hoses. Contractor shall ensure that compactors are sanitized (inside and out) prior to returning them to the premises. In cases of Federal holidays, the Contractor shall empty and return the compactors on the next business day. As part of maintenance, the Contractor shall ensure compactors operate at a full capacity level. Contractor must respond to trouble calls not later than the next business day. Contractor shall provide at no additonal cost to the Government a replacement unit if either compactor becomes disabled for more than one (1) business day. Upon request, the Contractor shall remove loose debris (not to exceed 30CY per request) from the loading docks. DOC estimates 52 request per year. The Contractor shall be required to use a Government Furnished date/time clock and lock box on both loading docks to indicate pick-up was made. The Government intends to award a firm-fixed price per service contract for emptying compactors based on a per visit basis (NTE 156/year) including all pull and dumping fees. Firm-fixed price for preventive and remedial maintenance of Government Furnished compactors and firm-fixed price for removing of loose debris on an as needed basis per visit(NTE 30 CY/visits). The period of performance will be from November 1, 2001 through October 30, 2002 with four (4) option years. The excerise of the options will be at the Government's discretion. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the base requirement. The Government may determine than an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of the options shall not obligate the Government to excercise the options.
