Description
USAID/Namibia, through the Regional Contracting Office in Gaborone, Botswana, is planning to issue a Request for Proposals (RFP) for services to implement the Namibia Small and Medium Enterprise Competitiveness Enhancement Program (SMECEP). The Namibia SMECEP is conceived as an integrated and focused program providing support to new and expanding small and medium-sized enterprises (SMEs) owned by Historically Disadvantaged Namibians (HDVs). In addition to working directly with SMEs to increase their ability to increase incomes and jobs, the program will work to strengthen business service organizations to enable them to deliver relevant training and technical assistance. In addition, the program objectives are to design and implement a companion program expanding access to information technology and e-commerce for new and expanding SMEs through the establishment or support of business development centers. USAID contemplates an approximately four-year, performance based service contract with possible incentives. The RFP will be released on or about June 6, 2001 with proposals due approximately 30 days thereafter. The preferred method of distribution of USAID procurement information is via the Internet or by request of a solicitation on a 3.5" floppy disk (Microsoft Word 97 or 2000 format). Request for the solicitation on a 3.5" floppy disk must be directed in writing to Ms. Edna Osupeng by fax at the number noted above or via e-mail: eosupeng@usaid.gov. Any questions of substance should be directed in writing to Mose Mabe-Koofhethile at the fax number or e-mail address noted above. This CBD notice can be viewed and downloaded using the Agency Web Site. The RFP, once issued, can be downloaded from the Agency web site. The Worldwide Web address is http://www.usaid.gov. Select Business and Procurement Opportunities from the home page, then "USAID Procurements." On the following screen, select "Download Available USAID Solicitations." To facilitate effective and timely communications, all potential offerors are requested to provide Ms. Osupeng with their telephone and fax numbers and e-mail addresses, and, if applicable, an indication of plans to download the RFP form the Internet. Receipt of the RFP through Internet must be confirmed by written notification to Ms. Osupeng at the fax number or e-mail address as noted above.
