Description
This is a combined synopsis/solicitation for brand name or equal commercial items, prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ), solicitation number is 674-77-01. This announcement incorporates clauses and provisions in effect through Federal Acquisition Circular 97-23 and VAAR 97-8. Contractor shall provide to the Department of Veterans Affairs, Central Texas Veterans Health Care System, Temple ICF, Temple, TX a quotation to provide a Microbiology testing system with included software package and training on system. The system will be used by the Pathology and Laboratory Medicine Department. 1 ea Vitek 2 #27000 System; 1 ea Smart Carrier #27203; 1 ea DensiChek #27207; Training for Lab Techs and Biomed Technician. General Instrument Characteristics: The system must have capacity for 60 test kits and must be modular so that it can be upgraded to a system capacity of 120 test kits; this capacity upgrade must not require additional computer hardware. The system must provide fully automated sample preparation, incubation optical measurement functions, and ejection of completed test kits. The system must have the option of reading a bar code label off the test card and/or the organism plate. The system must have a stand-alone inoculation device with a rewriteable microchip which electronically links specimen accession number and test kit information and transfers this linked information to the computer of the automated microbiology system. The system must have the ability to perform discrete tests for identification and susceptibilities and must be able to protect data by battery backup circuitry. A power conditioner must be supplied with the system. option of reading General Computer Hardware Characteristics: The computer included with the system must be an IBM RISC (Reduced Instruction Set Computer) based system (or equivalent) with a 2.1-gigabyte hard drive and 32 Megabytes of RAM. The complete processing type must be a P604e with a processing speed of 200 MHZ or greater and the CD ROM drive must have 20x speed or greater. The above computer must have true multi-tasking and multi-user capabilities. System Data Backup: The system must include a high-speed tape drive for large capacity backup of computer-stored data. Data backups, using the above tape drive, must be able to be scheduled and performed automatically. Test Kit Physical Characteristics: Test kits must offer additional biohazard safety. Once they are inoculated and sealed using proper procedure, they cannot be spilled. The prepared test kits represent a closed system thereby eliminating biohazard aerosol. Test kits must contain a factory applied barcode label; and identification and susceptibility test kits must be independent units. The test system must utilize a 64 well test kit for identification and susceptibility. The optical system must read multiple areas of all 64 wells every 15 minutes. The 64 well susceptibility test kits must incorporate antimicrobial result concentrations in excess of the NCCLLS guideline breakpoint ranges. The system's on-line result validation software must be capable of analyzing the antimicrobial results for the detection of resistance. Over 340 tests must be able to be stored in one cubic foot of refrigeration space. Weight of disposable unit (card) and ancillaries is less than 3 oz. Test Kit Result Characteristics: The test kits that are run on the system must be able to provide identification results in as early as 2 hours and susceptibility test results in as early as 4 hours. The test system must provide on-line validation of test results. System Software Characteristics: The system must have a "windows-type" software platform. System must allow user to compose conditional antimicrobial rules listing specific conditions that, when met, will suppress the reporting of target antimicrobials on individual patient reports. Conditional antimicrobial reporting established by the user must be an independent function from the system's on-line validation software and detection of resistant mechanisms. System must include a security password protection for unauthorized users. System must have two-way communication between the system and laboratory information system. System must track Quality Control runs by lot number, test type, QC organism and expected vs. actual results. The system must also generate cumulative Quality Control reports. The system must allow the user to customize a patient report where placement of various demographic fields and labels on the report are at the user's discretion. The system must allow multiple customized patient reports to be stored on file and accessed at any time. The system must contain a report module that has the ability to generate epidemiology and statistical reports as follows: Organism Occurrence; Organism Occurrence Trending; Percent Susceptible; Cumulative Percent Susceptible, Cumulative Percent susceptibility by MIC; Susceptibility Trending; Biochemical Pattern Report; Workload Unit Report; Custom Logbook Reports. The system must have the capability to export epidemiological/statistical data to commercially available PC-based software applications. The system must make over 40 standard and user-defined fields available for selecting and sorting parameters when generating patient, logbook, statistical and epidemiological reports. The system must allow the user to define duplicate microorganism isolates in terms of number of days (up to 30 days) to allow for exclusion of duplicate patient isolates from epidemiology reports. On-line result validation. The system must provide FDA cleared software for on-line indentification and susceptibility result validation and resistance mechanism detection. The system must validate results by applying a phenotypic concept utilizing a knowledge base of antibiotic groups, bacterial groups and MIC distribution patterns and comparing these to the test isolate's susceptibility pattern. System must be able to identify extended spectrum beta lactamase (ESBL) organisms by comparing the test isolate with a comprehensive database of phenotypes for the organisms. System must be capable of deducing antibiotics based on organism phenotype and NCCLS recommended equivalent antibiotic rules. Telediagnostics the system must have a telediagnostics modem that can be accessed remotely from the field for system evaluation. Contractor shall provide all labor, materials, and incidentals to install, provided system. Provide training for technical staff appropriate to the complexity of the system as well as training for biomedical support personnel. Operator, Service and Repair Parts Manuals must be provided.
