- Monday, May 29, 2001 REQUEST FOR QUALIFICATIONS (RFQ) of ARCHITECT URAL/ENGINEERING FIRMS for: Architectural/Engineering (A/E) services pursuant to the preservation, restoration, and/or adaptive re-use of two stone buildings in the Pawnee Indian Agency and Boarding School Historic District, Pawnee, OK. The Pawnee Nation of Oklahoma is requesting a Summary of Qualifications from interested Architectural/Engineering (A/E) firms, which have experience in the preservation and adaptive reuse of historic structures. The Summary of Qualifications is due by and/or before, but not later than 5:00 PM, local time, Friday June 8, 2001 in the office of Mr. Robert L. Chapman, President, Pawnee Business Council, Pawnee Nation of Oklahoma, P.O. Box 470, Pawnee, Oklahoma, 74058. The Summary of Qualifications shall be promptly evaluated as per the criteria listed below. Three or more highly qualified firms shall then be requested to submit a proposal (RFP) for A/E services for the Historic Preservation and Adaptive Reuse of the former Agency Superintendent's Residence and Boy's Dormitory in the Pawnee Indian Agency and Boarding School Historic District. Estimated construction cost of both buildings is $800,000. CRITERIA 1. The Summary of Qualifications shall exhibit the firm's experience and expertise in the general practice of Architecture as well as in the following specific areas: a. Historic Preservation and/or Restoration b. Adaptive Reuse c. Cultural Facilities d. Interior Architecture e. CAD capabilities f. Architectural designs for Native American projects g. Knowledge and compliance with the Secretary of the Interior's Standards for Rehabilitation of Historic Properties. 2. The Summary of Qualifications shall exhibit the firm's ability to: a. Complete architectural work on schedule. b. Properly Staff a project of this scope. (Quantity and quality) c. Successfully execute the Architect's obligations and responsibilities as detailed in AIA-B141 and AIA-A201. 3. The Summary of Qualifications shall exhibit the firm's; a. Registration in the State of Oklahoma to practice Architecture. b. Proximity to the project site to facilitate site meetings and inspections. c. Knowledge of the locality of the project. d. Past performance on contracts with government agencies. 4. Competition for this procurement will be open to all qualified bidders; however, the Pawnee Nation complies with Section 7(b) of the Indian Self-Determination and Education Assistance Act P.L. 93-638 which requires that to the extent feasible, (1) preference and opportunities for training and employment shall be given to Indians, (2) preference in the award of contracts and subcontracts shall be given to Indian Organizations and Indian-owned economic enterprises. A qualified Indian owned firm is a legal entity that is 51% Indian owned and controlled. The preference requirements and the significant evaluation factors for selecting and awarding a contract to the most highly rated bidder, all factors considered, will be published in the formal RFP. Qualified A/E firms meeting the criteria above are invited to respond by submitting, with original signatures, three copies of the Summary of Qualifications accompanied by a letter of intent. Highly qualified firms shall be determined by applying a numerical rating system to the criteria listed above. For further information/clarification, please contact Robert L.
